Assignment Title: Procurement of Consultant Services for Electronic Government Procurement (e-GP) System, Readiness Assessment, Strategy Development, Preparation of Tender Documentation and Implementation Roadmap.

The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Procurement of Consultant Services for Electronic Government Procurement (e-GP) System, Readiness Assessment, Strategy Development, Preparation of Tender Documentation and Implementation Roadmap. (“the Services of the consultant will be required to complete the assignment in six (6) months and the consultant should ensure full consistency with Terms of reference. The expected commencement date is 01 December 2025 after relevant competitive assessment.

The Ministry of Finance and Development Planning now invites eligible consulting firms to indicate their interest in providing the services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Relevance and suitability of the core business of the firm to the subject assignment
• Similar assignments completed for the public sector in the last years in the African region
• Appropriate resource availability, technical, managerial and financial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Open Competitive Selection of Quality and Cost Based Selection method as set out in the Procurement Regulations.
