Assignment Title: Procurement of the Services of an Environmental Safeguards Specialist

Background

The Kingdom of Lesotho has received financing from the World Bank and the European Investment Bank (EIB) toward the cost of the Lesotho Lowlands Water Development Project Phase II (LLWDP II) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assistance of an Environmental Safeguards Specialist (ESS) to the Project Implementation Unit (PIU) of the LLWDP II.

The PIU requires the services of an ESS with experience in implementing projects of a similar nature in accordance with national environmental legislation and internationally accepted best practice, in particular World Bank Safeguards Policies, IFC Performance Standards or any other relevant lender requirements.

Duties and Responsibilities

Under the general supervision of the Project Manager, the ESS is responsible for ensuring that the LWDP II is planned and executed in accordance with the national regulatory requirements (Environment Act, 2008), international best practice, and the World Bank Environmental and Social Safeguard Policies. He/she will implement relevant Project obligations as stipulated in the LWDP II Safeguards documents; in line with the feasibility studies; detailed designs and the service contracts.

He/she is responsible for advising the LLWDP II on likely impacts associated with the Project components and the subsequent identification of options most responsive to the environmental protection in line with legislative and World Bank Safeguards. He/she is also entrusted with the implementation of Integrated Environment Management (IEM) procedures relevant to the Project for the duration of the Project Implementation.

Detailed Description of Responsibilities and Tasks

In this role, ESS responsibilities include, but are not limited to the following:

  • Lead the review and updating of the relevant environment/safeguards’ assessment documents of the Project.
  • Prepare procurement documents such as Terms of Reference (ToR) for environmental studies and Environmental, Health and Safety Specifications for Consultants and Contractors in line with the E&S instruments prepared for the Project.
  • Ensure that the Record of Decision (RoD) and relevant licence are obtained and maintained for the Project activities, in line with the requirements of national legislation.
  • Supervise the Consultants and Contractors undertaking environmental studies and preparation of E&S instruments to ensure the studies and instruments prepared are in accordance with national legislation, World Bank Safeguards requirements and existing E&S instruments prepared for the Project.
  • Ensure that E&S instruments (ESIAs, Project Briefs, ESMPs) prepared or updated for the project are submitted to the World Bank for review and disclosed upon clearance from the Bank, in a timely manner.
  • During the construction phase, provide environmental and health and safety oversight and regular feedback on compliance monitoring with environmental policies, legislation and Project safeguards documents, including adherence to the Project implementation schedule to the Project Manager and World Bank.
  • Review of deliverables and reports from Consultants, Contractors and other service providers related to the Safeguards under the Project.
  • Supervision of construction works including ensuring adherence to the proposed Environmental and Social Management Plans (ESMPs), Environmental, Health and Safety Specifications, Quality and Time management. Actively engage with the Project Management Consultant (PMC) to follow-up on corrective actions required to correct non-conformities observed during supervision.
  • Monitor compliance with the Environmental Flow Requirements (EFR) Policy.
  • Undertake monthly site visits and attend site and other meetings where technical advice/inputs are required.
  • Participate in contractors’ induction and undertake contractor capacity training to strengthen Project compliance with World Bank Safeguards and Policy requirements.
  • Report environmental, health and safety incidents to the Project Manager in a timely manner, who will inform the Bank and follow-up on incident investigations and corrective actions to be taken.
  • Engage with PMC and prepare monthly, quarterly and other progress reports on Project environmental performance to be submitted to the PIU Project Manager.
  • In conjunction with Social Safeguards Specialist, advice the Project Manager on the most suitable option of compensation model for the environment and Project-affected communities.
  • Liaise with relevant stakeholders to obtain comments on Project environmental performance and provide consolidated comments for the Consultant to action.
  • Maintain effective and transparent communication, participation and consultation channels with various stakeholders.
  • Write introductory letters for the Consultants to access personal documentation from Line Ministries as required.
  • Perform any other environmental safeguard-related activities from time to time, such as coordinating and overseeing activities implemented by DRWS, DWS and WASCO relevant to this Project.
  • Effectively coordinate environmental, health and safety activities with the PMC and supervise Environmental Officers engaged under the PIU.

The Ministry of Natural Resources – Water, now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Specialist shall have relevant academic qualifications and experience listed below:

  • Master of Science in Environmental Sciences, Integrated Environmental Management, Ecology or a related field, with a minimum of 7 years’ working experience.
  • At least five years’ experience in a managerial or supervisory role in the Integrated Environment Management for projects of a similar nature, size and scope.
  • Demonstrated ability to work collaboratively with domestic and international stakeholders and counterparts.
  • Oral and written fluency in English.
  • Superior organizational and time management skills.
  • Strong computer skills with Microsoft Applications and other software is an added advantage.
  • Excellent report writing skills.

References

Terms of Assignment and Duration

The Environmental Safeguards Specialist shall be engaged on a full-time basis for maximum period of sixty (60) months, with an initial term of 2 years renewable, based on acceptable performance certified by Project Manager and endorsed by Financiers. Remuneration will be monthly.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 as amended from time to time, setting forth the World Bank’s policy on conflict of interest in addition, please refer to the following specific information on conflict of interest related to this assignment: paragraph 3.17 of the Procurement Regulations of 2020.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations of 2020.
