ADVERT FOR ADMINISTRATIVE ASSISTANT

  • Background Information

The Government of the Kingdom of Lesotho through the Ministry of Gender, Youth, Sports, Culture and Social Development (MoGYSC&SD) has secured credit from the World Bank in the amount equivalent to US$26.5 million toward implementation of Pathways to Sustainable Livelihoods Project (PSLP) for a five (5) year period up to 2027. The Ministry intends to use part of the proceeds of this credit for an individual consultant to act as an Administrative Assistant to support the implementation of the Pathways to Sustainable Livelihoods Project.

2. Background of the Assignment

The main objective of this role is to assist in providing day to day administrative support to the PFU team to ensure efficient operation of the office. Also, to maintain continuous communication between PSLP and MGYSACSD departments.

3. Roles and Responsibilities

  • Liaise with Departments to organize field work and ensure resources (vehicles, funds) are requested in advance for all project activities.
  • Organize meetings for and calendars etc. for PFU staff
  • Maintains up to date staff and payroll records
  • Initiates monthly salary payments and submits requests to Finance Office
  • Compiles annual budget in consultation with Finance Office
  • Create and keep updated office procedures
  • Record minutes of meetings and distribute them.
  • Ensures operation of equipment by completing preventive maintenance requirements; calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques.
  • Maintains supplies inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies.
  • Maintains asset register for all project acquired assets.
  • Ensure that transportation availability for field work.
  • Draft letters or emails, reports, spreadsheets, and other documents. These may be specifically related to the office, or you may be assisting an executive with their work.
  • Book flights, accommodation, and other travel requirements for employees.
  • Compile data, statistics, and other information for reports to PFU management team.
  • Supervise and train other office support staff (drivers).
  • Data capturing of new vehicles on data basis
  • Monitor and arrange of vehicle repairs and maintenance
  • Monitoring of vehicle movement, locations and contracts

4. Knowledge, Skills and Experience

The following knowledge, skills, and abilities may be required through a combination of formal schooling, self–education, prior experience, or on-the-job training.

  • Must have a degree in Admin/Business Management
  • Must have at least three years of office experience.
  • Must have computer aptitude and experience with word processing, database management, and spreadsheet software.
  • Good numerical and financial skills.
  • Good organizational skills, and ability to manage and prioritize tasks.
  • Good interpersonal skills, adaptability and flexibility.
  • Fluency in English, both verbal and written is essential.

5. Reporting

The Administrative Assistant will report to the Project Coordinator in the PFU, Ministry of Gender, Youth, Sports, Arts, Culture and Social Development.

6. Period of Assignment

The incumbent will be based in Maseru, Ministry of Gender, Youth, Sports, Arts, Culture and Social Development (MGYSACSD) offices. The assignment shall be for a period of twelve (12) months renewable upon satisfactory performance and funds availability.

7. Remuneration

Salaries and benefits are market related. [logistics arrangements, office space, internet services, or transport arrangements…etc. may be provided by the Client, if applicable]

8. Arrangement Process

The Ministry of Gender, Youth, Sports, Arts, Culture and Social Development (MGYSACSD) will provide office space, computer, furniture, data and all services for communication purpose for this position.

  • Selection Arrangement

Selection of the position holder, Individual Consultant, will be in accordance with the World Bank’s Procurement Regulations for ICs.
