The Ministry of Environment has received financing from the World Bank toward the cost of the Community-Based Wildfire Risk Management in Lebanon’s Vulnerable Landscapes (P500390) Project and intends to apply part of the proceeds for consulting services.
The Ministry of Environment now intends to select a qualified consulting firm to produce one (1) high-quality short project documentary and three (3) short video clips illustrating project activities, implementation progress, and expected outcomes across the project hotspots.
The consulting services (“the Services”) include, but are not limited to:
The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest.
The Ministry of Environment now invites eligible consulting firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Shortlisting criteria include:
Consultants will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).
The attention of interested firms is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023), setting forth the World Bank’s policy on conflict of interest.

ANNEX 1 – Terms of Reference
Production of One (1) High‑Quality Short Documentary and Three (3) Short Video Clips
1. INTRODUCTION AND BACKGROUND
The Ministry of Environment (MoE), with financing from the World Bank through the Global Environment Facility (GEF), is implementing the project entitled “Community‑Based Wildfire Risk
Management in Lebanon’s Vulnerable Landscapes” (CWRM) (P500390). The Project Development Objective is to reduce wildfire risks in selected hotspots in Lebanon by improving forest landscape
management through institutional strengthening, community engagement, and targeted investments.
Lebanon has experienced increasingly severe wildfire seasons in recent years, particularly between 2019 and 2021, resulting in extensive forest degradation, biodiversity loss, and damage to
livelihoods and infrastructure. In response, the Government of Lebanon launched the CWRM Project over a four‑year period (2024–2028), focusing on three priority hotspots: Akkar,
Minieh–Donniyeh, and Aley–Shouf (including Metn–Baabda).
The Project comprises three components: (1) enabling environment and capacity building, (2) investments in forest and fire management, and (3) project management, monitoring and learning.
To document implementation progress and outcomes, the Ministry of Environment seeks to engage a qualified Consultant to produce one (1) high‑quality short project documentary and three (3)
short project video clips.
2. OBJECTIVE OF THE ASSIGNMENT
The Ministry of Environment (MOE) hereinafter referred to as Client intends to select a Firm (hereinafter referred to as Consultant) to produce 1 High Quality Short Project Documentary
(hereinafter referred as Documentary) and three (3) short project video clips (Documentary and short clips are hereinafter referred to as Assignment) that will illustrate the activities
undertaken under the Community‑Based Wildfire Risk Management in Lebanon’s Vulnerable Landscapes three components and present their outcomes.
3. SCOPE OF WORK
Under the supervision of the Project Management Unit (PMU) in the Ministry of Environment (MoE), the Consultant will be responsible for producing one (1) high-quality short project documentary
and three (3) short video clips, in accordance with the approved communication objectives and technical specifications.
The Consultant will perform the following tasks:
All deliverables are subject to MoE and the World Bank’s review and approval.
4. DELIVERABLES
Deliverables under this Assignment will comprise of:
The overall assignment will cover activities across the three wildfire hotspots targeted by the project, as identified by the PMU/MoE. The selection of filming locations will be based on geographical distribution, nature and scope of activities, progress status (including before/after footage), visibility of project interventions, presence of beneficiaries, community engagement, and gender balance in represented voices.
No equipment will be purchased or provided by the Client. Any equipment required to complete this Assignment will be supplied by the Consultant. All videos will be recorded using professional cameras and microphones to ensure high-quality image and sound. Final deliverables will be submitted in digital format, together with all editable files.
5. KEY THEMES TO BE COVERED
Wildfire prevention and preparedness; institutional coordination; community participation; gender inclusion; safeguards; early warning systems; forest landscape restoration and
resilience.
6. TARGET AUDIENCE
General public, municipalities, civil defense, government institutions, donors, academia, media.
7. TIMELINE AND SCHEDULE
The consultant should finalize the assignment within 22 weeks from the date of the signing of the contract or the Notification Date (N.D). The consultant will submit the below listed deliverables as per the indicated timeline:

8. QUALIFICATIONS
The Consultant (team) must demonstrate experience in directing, producing, and publishing video products and should provide a portfolio demonstrating at least five (5) similar projects. The
Consultant must also demonstrate experience and/or knowledge of the Lebanese context. The Consultant’s team of experts responsible for the preparation and successful delivery of the services
described herein should include the following:
Key Expert 1: Director
Minimum bachelor’s degree in Audiovisual, media communications, or related field.
Minimum of 10 years of experience in working with video production.
Minimum bachelor’s in photography/ videographer, or related discipline.
Minimum of 8 years of experience in working in the field of photography/videography, with knowledge of function in various types of cameras, lenses, films, and accessories, and in-depth knowledge of photo database technology.
Minimum bachelor’s degree in Audiovisual, media communications, or related field.
Minimum of 8 years in the production field, solid experience in processing and editing news, documentary films, TV programs and 3 to 4-minute short format films; and demonstrated experience of conception, production and editing of short video documentaries. Proficient command of Arabic/English.
9. REPORTING
The Consultant will report directly to the PMU in MoE

The payments under this contract are based on deliverables as per the above schedule of payment. The Consultant will submit invoices within 30 calendar days of completing the scope of work and submission of deliverables.
Noting that the total Consultant’s remuneration (fees) will include all transportation, communication fees, software, computers, cameras and all local Taxes.
11. CONFLICT OF INTEREST AND ANTI-CORRUPTION
The Consultant will declare any actual or potential conflict of interest and will comply with the World Bank Anti-Corruption Guidelines and applicable procurement regulations.
12. BANK SECRECY DECLARATION
The Consultant should submit a signed and stamped declaration, in which, as stipulated in “article (5) of the banking secrecy law dated 3/9/1956 and as stipulated in the resolution of the Council of Ministries no.4 dated 28/4/2020”, the Consultant agrees to lift banking secrecy over the bank account used to deposit or transfer public funds related to this Contract, and which will be included as Contract Clause.
13. ENVIRONMENTAL AND SOCIAL SAFEGAURDS COMPLIANCE
The Consultant will comply with all applicable World Bank Environmental and Social Standards (ESS). The Consultant will ensure informed consent prior to conducting interviews, protect vulnerable groups, and ensure respectful and accurate representation of beneficiaries. Filming will not take place without prior authorization from the Client.
14. COPYRIGHT
All materials produced under this assignment will remain the exclusive property of the Ministry of Environment. The Consultant may not reproduce or use any output without written authorization.
15. TERMINATION:
The Client reserves the right to terminate the contract for convenience or for non-performance, in accordance with applicable World Bank procurement regulations.
