The Government of Lebanon has received financing from the World Bank toward the cost of the Fiscal Management Project (FMP). The Ministry of Finance (MOF) is seeking to use part of the
proceeds of the funds to finance the position of the Procurement Specialist.
The Procurement Specialist will have the primary responsibility to support the implementation of all procurement activities under the FMP, including ensuring that procurement processes are
conducted in accordance with World Bank procurement regulations and that procurement activities are aligned with the project implementation schedule.
Responsibilities: The Procurement Specialist will support the preparation and updating of the project procurement plan and ensure its alignment with the implementation
schedule. The role includes preparing bidding documents, requests for proposals, and other procurement documentation required for the acquisition of goods, works, and consulting services
under the project. The Procurement Specialist will coordinate the procurement process from preparation through evaluation and contract award, ensuring compliance with the World Bank
Procurement Regulations for IPF Borrowers. The position also involves maintaining procurement records, supporting contract management, monitoring procurement progress, and providing advice to
the Project Coordination Unit (PCU) and the Ministry of Finance on procurement-related matters. Across all these functions, the Procurement Specialist will uphold compliance with World Bank
policies, transparency principles, and anti-corruption guidelines while supporting effective coordination with project stakeholders. All other tasks detailed in the Terms of Reference (TOR)
that will be provided upon request by E-mail.
Duration: The assignment will be for a period of twelve (12) months with the possibility of extension subject to satisfactory performance and availability of fund for the
duration of the project.
Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience
and skills should include:
Bachelor’s degree in procurement, engineering, economics, business administration, or related field; Master’s is an asset.
Professional procurement certification (e.g., CIPS or equivalent) and experience with complex ICT/enterprise systems procurements are strong assets.
Minimum 5 years of relevant experience in implementing procurement actions according to international guidelines or regulations such as the World Bank or any other multilateral development
organization.
Solid understanding of World Bank Procurement Regulations and familiarity with STEP.
Proven experience in goods, works, and consultancy procurement, including contract management.
Strong organizational, analytical, and problem-solving skills.
Excellent communication skills in English and Arabic (French is an advantage). Proficiency in Microsoft Office and procurement-related software tools.

they are qualified to perform the Services and furnish the Curriculum Vitae (CV) and their motivation letter.

November 2017, August 2018, November 2020, September 2023; February 2025 and
September 2025 [Procurement in investment Project Financing; Goods, Works, NonConsulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018,
November 2020, September 2023, February 2025 and September 2025 for selection of individual consultant.
