• The Ministry of Finance has applied for financing from the World Bank toward the cost of the SIGTAS stabilization Project and intends to apply part of the proceeds toward payments under the contracts for SIGTAS Stabilization. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

• The Ministry of Finance now invites sealed Proposals from eligible Proposers for:
• Stabilize, upgrade and consolidate SIGTAS Oracle Systems to the latest Oracle technologies, centralize the regional Oracle databases at the headquarters (Main Site) ensuring high available production environment, conduct data migration, upgrade forms and reports to the latest version (WEB), provide a "High Availability Solution", use virtualization software, and provide a solution for a Disaster Recovery (DR) site and do all necessary migration from windows OS to Linux.
• The contract period is 7 months.
• The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.

• Interested eligible Proposers may obtain further information from The Ministry of Finance, P181155@finance.gov.lb and inspect the request for proposals document during office hours between 08:00 and 16:00 at the address given below.

• The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below at no charge. The document will be sent by email.

• Proposals must be delivered to the address below on or before April 16, 2026 at 1:00 pm Beirut local time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on April 16, 2026 at 1:00 pm. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

• All Proposals must be accompanied by a "Proposal Security" for the amount of:

70,000 USD

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
