1. Project Background
The Republic of Lebanon (the Borrower), represented by the Council for Development and Reconstruction (CDR), has received a loan of US$200,000,000 from the International Bank for Reconstruction and Development (IBRD) to support the Green, Agri-food Transformation for Economic Recovery Project (GATE).
The Green Plan (GP), which has been delegated by the Council for Development and Reconstruction (CDR) to implement and manage Subcomponent 2.1, intends to allocate part of the loan proceeds to eligible payments under contracts for consulting services. These services include the recruitment of an Individual Consultant to serve as Environmental Specialist – Part Time under the Green Plan for the GATE Project.
The consulting services include providing comprehensive technical assistance and support to Gate project at the Green Plan to ensure that all Green Plan activities under Subcomponent 2.1 are planned, implemented and monitored in full compliance with the World Bank’s Environmental and Social Framework (ESF), Environmental and Social Standards (ESS), Environmental and Social Commitment Plan (ESCP), and other relevant instrument.
The assignment encompasses the following elements:
1. Environmental Risk Management and Oversight
2. Monitoring, Evaluation and Reporting
3. Capacity Building and Training
The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
2. Expression of Interest (EOI)
The Green Plan (GP) is establishing a Project Management Unit (PMU) to support the implementation of Subcomponent 2.1 under the GATE Project. GP now invites eligible local experts (“Individual Consultants”) to express their interest in providing the required services.
The Consulting Services (“Services”) includes providing support to Green Plan (PMU) as Environmental Specialist (Part time) under this subcomponent.
Interested candidates should submit information demonstrating that they possess the necessary qualifications and relevant experience to perform the tasks by submitting their Expression of Interest ("EOI") and their Curriculum Vitae (CV).
The Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
It is preferable to limit the EoI to a maximum of 10 pages including the CV as per attached CV format. Pages beyond 10 will not be reviewed.
3. Shortlisting Criteria
Candidates will be shortlisted based on the following criteria:
· Education: Advanced university degree (Master’s or equivalent) in Environmental Science, Environmental Engineering, Natural Resources Management, or related field.
· Professional Experience:
- Minimum 8 years of experience in environmental risk management of donor-funded infrastructure projects, preferably World Bank–financed, including the review and supervision of ESIAs and ESMPs for agricultural or rural development projects.
- Minimum 4 years of experience in implementing and monitoring the World Bank Environmental and Social Framework (ESF) and other internationally recognized environmental safeguard standards.
- Minimum 5 years of hands-on experience in pollution prevention, resource efficiency, waste and hazardous materials management, occupational and community health and safety, biodiversity protection, soil and land conservation, and climate change adaptation.
- Familiarity with Lebanese laws and procedures related to environmental impact assessments and environmental safeguards.
- Demonstrated experience in designing and delivering environmental training and capacity-building programs for project teams, contractors, and other stakeholders
- Minimum 8 years of experience in environmental risk management of donor-funded infrastructure projects, preferably World Bank–financed, including the review and supervision of ESIAs and ESMPs for agricultural or rural development projects.
- Minimum 4 years of experience in implementing and monitoring the World Bank Environmental and Social Framework (ESF) and other internationally recognized environmental safeguard standards.

· Computer Skills and Languages:
- Proficiency in MS Office and GIS or other environmental management software.
- Excellent written and oral communication skills in both English and Arabic.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works and Non-Consulting Services and Consulting Services dated November 2020 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.
Shortlisted Consultants will be invited for interview, upon which a Consultant will be selected for negotiation in accordance with the Individual Consultant Selection described in the “World Bank Procurement Regulations for IPF Borrowers.
