Assignment Title: Provision of Cash disbursement to AMAN beneficiaries

The Government of Lebanon (GOL) has received financing from the International Bank for Reconstruction and Development (The “World Bank”) towards the Emergency Crisis and COVID-19-Response Social Safety Net Program (ESSN). The objective of the project is to provide cash transfers and access to social services to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises.

The Presidency of the Council of Ministers (“PCM”), acting as the implementing agency, and the Ministry of Social Affairs (“MOSA”), intend to contract eligible and interested Financial Services Providers (FSP), to process payments to eligible beneficiaries, ensuring transparency, compliance, and efficiency. The FSPs will be selected following World Bank procurement regulations and procedures.

The Central Management Unit (CMU) under the Presidency of the Council of Ministers (PCM) is responsible for managing the Financial and Procurement activities under the ESSN project. The Central Management Unit (CMU) now invites Financial Service Providers to indicate their interest in joining the AMAN program and provide the below described services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The services include the following tasks:

  • Consume (or integrate) with the Application Programming Interface (API) of the DAEM social registry, Via REST API with OAUTH 2.0, along with developing any UI Required for MTOs agents’ operations and required monitoring tools.
  • Benefit Payments: Process payments to beneficiaries upon presenting the unique transaction number and the required documentation, as per the information available through the API with DAEM.
  • Invoice Submission: Once the amount disbursed reaches a specified threshold, the FSP will submit the invoice to PCM for validation and payment.
  • Timely Invoice Payment: PCM will pay all validated invoices with a period that does not exceed 5 working days.
  • Transaction Fees: The program provides a top-up to beneficiaries to cover transaction fees at FSPs; FSP fees to beneficiaries must not exceed the limit defined in the agreement.

To be considered, providers must meet the following criteria:

  • Have a Minimum of 200 agents across Lebanon, with the capacity of sharing the geo-location for each of the agents.
  • Demonstrate the ability to pre-finance and disburse the cash assistance to the approved list of beneficiaries.
  • Have the ability to perform the mandatory compliance checks against at least the following sanction lists: (i) the Internal Security Forces, (ii) the Special Investigation Committee, Lebanon’s financial intelligence unit, and (iii) the United Nations.
  • Adopt strong data privacy policies that comply with regulatory requirements and maintain strict confidentiality of records.
  • Have the technical capacity to integrate with DAEM API and run a testing period of one month before implementation.
  • Have an operational grievance mechanism e.g. an operational call center to address beneficiaries in case of complaint and communicate with MOSA’s GRM, if needed.
  • Capacity to provide quarterly statements of accounts within 20 days after the end of each quarter, and at anytime, upon request.
  • Capacity to ensure storage of all relevant supporting documents in their original form for at least 5 years.

Providers must submit the following legal documents as evidence of bidder’s eligibility:

  • Certificate of incorporation
  • Licence from Banque Du Liban (BDL)
  • Audited financial statements and management letters for the past two years
  • Cash Flow Statements for the past 2 years
  • Official Bank Account Statements showing only the balances as of end February 2025

The Government of Lebanon (GOL) will conduct a pre-proposal conference on March 24th 2025 at 14:00 PM Beirut time in the presence of all bidders who chose to attend to address any clarifications. Additional details will be shared prior to the session.
