1. The Ministry of Finance has applied for financing from the World Bank toward the cost of the Fiscal Management Project and intends to apply part of the proceeds toward payments under the contracts for Procurement of IT Hardware and Software with Related Services. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ministry of Finance now invites sealed Proposals from eligible Proposers for Procurement of IT Hardware and Software with Related Services as per the following three lots:

  • Lot 1: MoF is looking to update the existing blade enclosures and storage with the latest composable infrastructure technology while maintaining the reliable active-active setup between both production sites while maintaining the automatic non disruptive failover functionality that exists in the setup. The update will include two blade enclosure frames for two sites in Beirut where each frame will carry 12 compute nodes split between Hyper-V and VMware based hypervisors. For storage, SAN switches and 100% available high performance NVMe block storage will be required for each site. For backup, a new 4-drive tape library is required along with a renewal of existing backup software. Installation should be handled by the proposer and delivery must not exceed 90 days. Previous experience by certified engineers implementing similar projects is a must. For support, proposer is required to have a Support Centre office in Lebanon with 24x7 year-round availability. Supplier bidding for the RFP must have local registration, organization, and continuous tax records in Lebanon. In case of JV, the partner should have an authorized service center licensed in Lebanon for such products. Valid Copies of authorization certificates should be provided.
  • Lot 2: MOF aims to modernize its storage and backup infrastructure, enhancing operational efficiency, and strengthening data protection measures to meet the evolving needs of its operations. This involves a comprehensive tech refresh, integrating cutting-edge hardware and software components to optimize performance, scalability, and resilience across the infrastructure. As part of this upgrade, MOF is integrating Dell EMC VPLEX at both the Main and Disaster Recovery (DR) sites. VPLEX offers a robust solution for data virtualization, enabling seamless access to data across different storage arrays while improving data mobility and availability. To facilitate the migration of storage from the existing EMC VMAX arrays to the new VPLEX infrastructure, MOF will utilize Windows Server clusters. These clusters provide a reliable platform for workload migration, ensuring minimal downtime and a smooth transition of data from VMAX to VPLEX. Furthermore, as part of the storage upgrade, MOF will transition from EMC VMAX to Dell EMC Power Store at both the Main and DR sites. Dell EMC Power Store offers enhanced performance, efficiency, and agility, enabling MOF to meet evolving storage demands effectively. To bolster their backup solution, MOF will deploy two Data Domain systems, one at each site. Data Domain systems provide high-performance, deduplicated storage for backup and recovery purposes, ensuring efficient use of storage space and fast data restoration. Moreover, MOF will leverage the DD Boost feature, which enhances backup performance by offloading deduplication tasks to the Data Domain systems. This feature accelerates backup processes while reducing network bandwidth and storage requirements, optimizing backup performance across the infrastructure. In addition to the hardware upgrades and backup enhancements, MOF will implement robust replication mechanisms between the Main and DR sites, ensuring continuous data availability and disaster recovery readiness.
  • Lot 3: MoF is looking to update existing security infrastructure for the protection of the internal network. The internal and perimeter security solution shall provide Antivirus, Intrusion prevention system, Web application Firewall, Firewalls, Web filtering, patch management, network auditing solution and networks management solutions.

3. Proposers may propose for one or several contracts, as further defined in the request for proposals document. Proposers wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Proposal.

4. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

5. Interested eligible Proposers may obtain further information from the Ministry of Finance, P181155@finance.gov.lb or at the following link: www.finance.gov.lb, and inspect the request for proposals document during office hours [0800 to 1600 hours] at the address given below.

6. The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below at no charge.

7. Proposals must be delivered to the address below on or before [1pm on September 9, 2024]. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on [September 9, 2024 at 1pm]. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening..

8. All Proposals must be accompanied by a Proposal Security for the amount of:

  • For Lot 1: US$ 35,000
  • For Lot 2: US$ 15,000
  • For Lot 3: US$ 15,000

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
