Post Title: Senior Software Developer for the Ministry of Education and Higher Education

The Government of Lebanon (GOL) has received financing from the International Bank for Reconstruction and Development (The “World Bank”) towards Lebanon Emergency Crisis and COVID-19-Response Social Safety Net Program (ESSN). The objective of the $246 million project is to provide cash transfers and access to social services to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises.

The Government of Lebanon now invites eligible individual consultants to indicate their interest in providing the services of Senior Software Developer for the Ministry of Education and Higher Education under Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project.

Detailed Terms of Reference for the post of Senior Software Developer are posted on the websites of the Ministry of Education and Higher Education at the following address: https://www.mehe.gov.lb and Daleel Madani.

The Senior Software Developer will be selected in accordance with the procedures set out in the World Bank"s Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services (dated July 2016 and revised in November 2020).

The Consultant will be evaluated based on the following criteria:

• A minimum of 4 years of hands-on experience in developing high performance and scalable APIs for large scale projects.
• Experience in microservice architecture.
• Experience in MVC design pattern.
• Proficiency in .net core, Java or python.
• Strong knowledge of relational database systems:
• Experience with Oracle Database: query, views, materialized views, indexing and query hints
• Experience with MS SQL Server is a plus
• Providing support, including procedural documentation and relevant reports.
• Excellent knowledge of computer systems and security best practices.
• Strong critical thinking and decision-making skills.
• Good command of written and speaking Arabic and English.

The expression of interest should be in the form of candidate’s CV. Once the short-list is finalized, interviews are expected to be conducted in order to finalize the selection process. Negotiations of the terms of the contract are expected to be conducted in September 2023.

The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth World Bank’s policy on conflict of interest.

Terms of Reference for

Senior Software Developer

• BACKGROUND AND CONTEXT

The Government of Lebanon (GOL) has received financing from the International Bank for Reconstruction and Development (The World Bank) towards the Emergency Crisis and COVID-19-Response Social Safety Net Program (ESSN). The objective of the $246 million project is to provide cash transfers and access to social services to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises.

• RESPONSIBLITIES

The Senior Software Developer will support the IT team at the Ministry of Education and Higher Education and will be responsible for building the API between MEHE SIMS and DAEM Social Registry, and will support day to day operations and documentation for this task.

The related tasks are, but are not limited to the following:

• Analyze user requirements and convert them to technical requirements
• Develop, test, and fix problems with the APIs
• Compile technical documentation and reporting as needed
• Provide appropriate technical handover

• QUALIFICATIONS

Education:

• Bachelor’s degree in Electrical and Electronics Engineering/Computer Engineering or related IT field

Expertise and Capabilities:

• A minimum of 4 years of hands-on experience in developing high performance and scalable APIs for large scale projects.
• Experience in microservice architecture.
• Experience in MVC design pattern.

This position sits at the Ministry of Education and Higher Education (MEHE) and reports to MEHE ICT head and to the ESSN Project Director.

• DURATION OF THE ASSIGNMENT

This is a full-time assignment, for a period of six (6) months.
