Kafalat S.A.L. has received Grant fund from the World Bank toward the cost of the Building Beirut Businesses Back & Better (B5) Fund, and intends to apply part of the proceeds for Capacity building and training consulting services.

Kafalat S.A.L. serves as the main implementing agency for the Project. A project implementation Unit (PIU) is established to manage the activities related to the Project. The overall objective of the project is to support the recovery of targeted micro and small enterprises (MSEs) affected by the Port of Beirut Explosion, 30 percent of which are women-owned or led (WOL), and sustain the operations of eligible microfinance institutions (MFIs).

The consulting services (“the Services”) include designing and delivering technical assistance in the form of training and coaching sessions as well as one-on-one or group sessions to WOL MSEs grant beneficiaries of the B5 Fund within the 5 km radius of the port. The fund has extended grants to 700 WOL MSEs and is expected to reach around 1,000 by December 2023.

The detailed Terms of Reference (TOR) for the assignment with deliverables is attached to this request for expressions of interest Annex1.

Kafalat S.A.L. now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Consultant should be a legal entity

Consultant’s general integrated experience in training and coaching to MSMEs businesses,

Technical and managerial capacities of the Consultant (managerial and key experts, ability to form a team to deliver services described in the TOR within a timely manner.),

Consultant’s regional experience (emerging and developing markets in times of crises).

Consultant’s understanding of the socioeconomic needs for MSEs and challenges in the current crisis,

Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Regulations.
