Invitation to Bid

THE MINISTRY OF INFORMATION, COMMUNICATIONS AND TRANSPORT

Wishes to purchase:

Containerized Data Center

1. The goods are required to be designed, supplied by 31st October 2026 and installed by 30th November 2026

2. Interested qualified eligible Suppliers are invited to request a copy of the bidding documents free of charge by email.

3. To be considered eligible a Bidder must:

a) Be a registered legal entity;

b) Not be under any notice of disbarment issued by the Government, and the World Bank;

c) Not be declared bankrupt or insolvent by a competent authority.

4. To be considered qualified a Bidder:

a) Must be a certified integrator/equipment provider with at least 5 years’ experience in Data Centers. The Bidder must submit proof/s to support their five (5) years of experience e.g., notarized undertakings, list of contracts, etc.

b) Must be a Certified solutions partner.

c). Must have at least 1 Engineer certified by the manufacturer of the Data Centre’s main components’ (or similar) brand being offered.

Documentary evidence to demonstrate the bidder’s qualifications must be submitted with the bid using SECTION 6. QUALIFICATION FORMS.

5. Bids must be delivered to the address given below on or before 31st March 2026, 1:00pm Tarawa, Kiribati Time. Late bids may be rejected. Bids will be opened in public at 2:00pm Tarawa Kiribati Time, 31st March 2026 online in the presence of the Bidders" representatives who choose to attend.

6. The Purchaser shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated bid and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily.

7. All bids must be accompanied by a bid securing declaration as described in the bidding documents; any bid not accompanied by one will be rejected as non-compliant.

11.The Government of Kiribati and/or the World Bank will declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by the Government of Kiribati and/or the World Bank respectively, if it at any time determines that the firm has engaged in corrupt or fraudulent, coercive or collusive practices in competing for or in executing a contract.
