KIRIBATI PACIFIC REGIONAL OCEANSCAPE PROGRAM (PROP)

The Government of Kiribati (GOK) through the Ministry of Fisheries and Ocean Resources (MFOR) has received financing from the World Bank toward the cost of the Pacific Regional Oceanscape Program (PROP) and intends to apply part of the proceeds for consulting services.

The MFOR now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).

The detailed Terms of Reference (TOR) for the assignment can be obtained at the email addresses provided below or from MFOR Official website, www.mfor.gov.ki via download links –PROP Project.

The criteria for selecting the Consultants are: -

Minimum qualification requirements

Mandatory

• A minimum qualification of master’s degree in communications or relevant field from a recognized institution.
• Minimum three years of experience in communications or social media engagement or working as part of project on communications or social media engagement.
• Relevant working knowledge of communications for social media and graphic or video editing tools.
• At least 3 years of Work Experience in social media campaign development.

Desirable

The Communication Specialist Consultant shall have the following professional competencies:

• Confidence and leadership skills.
• Effective organizational skills.
• Ability to work and communicate with multi-disciplinary teams in a project set up.
• Good communication skills in English and a sound knowledge of indigenous culture, surroundings and people would be an advantage.
• Experience with donor-funded projects, especially projects involving international financial institutions such as the World Bank.
• Innovative and digitally literate
• Substantive experience in stakeholder and community base consultation.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of Expression of Interest (EOI); curriculum vitae with description of experience in similar assignments and similar conditions and with supporting documents.

Expressions of interest must be submitted via electronic mail to Procurement Officer, Tentaku Teataa, tentakut@mfor.gov.ki and copied to Project Manager, Beero Tioti, beerot@mfor.gov.ki , by Wednesday 25th February 2026 at 5pm Tarawa Time.

Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
