KIRIBATI PACIFIC REGIONAL OCEANSCAPE PROGRAM (PROP)

The Government of Kiribati (GOK) through the Ministry of Fisheries and Ocean Resources (MFOR) has received financing from the World Bank toward the cost of the Pacific Regional Oceanscape Program (PROP) and intends to apply part of the proceeds for consulting services.

The MFOR now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Candidate should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).

The detailed Terms of Reference (TOR) for the assignment can be obtained at the email addresses provided below.

The criteria for selecting the Individual Consultant are: -

• An undergraduate University degree in Information and Communication Technology, or other relevant field, and postgraduate degree majoring in ICT is most desirable.
• At least 5 years of working experience in ICT and related disciplines including fisheries database development and other web-based dashboard development
• A good understanding and working knowledge of English and Kiribati, both written and spoken.

Interested Candidate should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of Expression of Interest (EOI); curriculum vitae with description of experience in similar assignments and similar conditions and with supporting documents.

Expressions of interest must be submitted via electronic mail to Procurement Officer, Tentaku Teataa, tentakut@mfor.gov.ki and copied to Project Manager, Beero Tioti, beerot@mfor.gov.ki , by Monday, 27th October, 2025 at 5pm Tarawa Time.

Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
