Assignment Title: Consultancy services for acquisition and processing of airborne LiDAR data and imagery for Kiritimati Island

The Republic of Kiribati has received financing from the World Bank (WB) toward the cost of the Kiribati Outer Islands Resilience and Adaptation Project and intends to apply part of the proceeds for consulting services.
The Government of Kiribati also has received an approved World Bank Programmatic Preparation Advance (PPA) towards the proposed Kiritimati Island Economic Development Project (KIEDP) which is providing specialist, foundational investigations and analyses towards GOK’s broader Kiritimati Island Economic Development Program (KIED Program). The KIED Program promotes the coordinated, resilient, and sustainable economic development of Kiritimati Island and positions Kiritimati as an emerging center for economic activities in the Northern Line Island group. The outputs of the KIEDP PPA will include the preparation of a Kiritimati Integrated Master Plan (KIMP) aimed at addressing the barriers to, and incentivizing the enablers of, resilient and sustainable economic development[1] and shared prosperity on Kiritimati Island to support the current population and provide for potential population growth.
An international consulting firm (“the Consultant”) is required to undertake the acquisition and processing of airborne LiDAR data and imagery for Kiritimati Island. This will support coastal hazard modelling and the quantification of available safe land for future development. This will be used to assist in verifying or updating current spatial plans to inform the preparation of the KIMP and inform the preparation of one or more detailed Local Area Development Plans being considered for future support under KOIRAP.
The assignment is expected to be undertaken over a period of six (6) months commencing from o/a December 2025 and be completed by October 2026. A lump-sum contract with payment against deliverables will be signed with the successful consultant.

The Ministry of Culture and Internal Affairs (MCIA) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant firm will have demonstrated expertise in managing the acquisition and processing of airborne LiDAR topography and bathymetric data, aerial imagery and conducting GNSS surveys:

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
Expressions of interest must be delivered by email with attachments no more than 3MG, to the address below. Your application should be clearly marked “Expression of Interest for LIDAR (C2-QCBS-00)” by August 15, 2025.

[1] The KIMP will be based on market analysis and demand assessments for each of the currently nascent tourism, fresh fish, and salt production sectors on Kiritimati Island, with an emphasis on transforming and growing sectors and, where feasible, recommendations for integration into regional and global value chains.
