NAME OF PROJECT: P4: KIRIBATI PACIFIC REGIONAL OCEANSCAPE PROGRAM (PROP)
Assignment Title: Consultant to Support a trial with Kiribati Fish Limited (KFL) domestic long-line vessels for Electronic Monitoring (e-monitoring) piloting & roll out.

Context.
The Government of Kiribati, in cooperation with the World Bank, is committed to further enhancing effective management of Kiribati’s oceanic and coastal fisheries. This will be achieved through enhanced compliance measures for large-scale oceanic fisheries, diversification of sustainable marine-based sources of revenue for coastal communities and strengthening seafood safety. The lead agency for the Pacific Islands Regional Oceanscape Program (PROP) Project is the Ministry of Fisheries and Ocean Resources (MFOR). The Project Components are:
Component 1: Strengthening Monitoring, Control and Surveillance (MCS) of Large-Scale Oceanic Fisheries (organized in two sub-components).
Component 2: Diversifying Marine-Based Revenue Streams for Outer Island Coastal Communities.
Component 3: Improving Seafood Toxicology and Safety Measures in Selected Fisheries.
Component 4: Delivering Effective Project Management.
The mandate for this assignment comes from Sub-Components 1.1 and 1.2, which will finance a package of technical assistance to strengthen Kiribati’s capacity to carry out its monitoring, control and surveillance (MCS) duties. The Project will finance policy work including procedures and systems supporting e-monitoring (EM) trial roll-out to the domestic longline fleet for up to 3 vessels. Support to be provided includes plans for sustaining the EM systems beyond the life of the Project, including cost recovery schemes; and arrangements to integrate external information and communications technology support.
Effective implementation support for MCS and enforcement activities in Kiribati’s offshore and coastal fisheries are planned as a significant component of the Kiribati PROP. A key component of the Kiribati MCS and enforcement support program under the Project is the implementation of EM trials to the domestic long line fleet flagged to Kiribati.
This Assignment will oversee the implementation of longline fishing vessel EM using on-board video recording of fishing operations in a closed system[1] able to transmit remotely in real time, with video stored until the end-of-trip for download. It is linked to the vessel monitoring system (VMS).
Duration of the Assignment.
The assignment is expected to commence as soon as possible and to be completed within 6 calendar months upon signing the Lum Sum Contract.

The MFOR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
• a demonstrated minimum of 5 years related to the assignment.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations on link www.worldbank.org.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations.
