(FIRM CONSULTING SERVICES)
NAME OF PROJECT: P4: KIRIBATI PACIFIC REGIONAL OCEANSCAPE PROGRAM (PROP) (Project Component 3/Sub-Component 3.1).
Assignment Title: Development of a Lagoon and Coastal Fisheries pollution and Seafood toxin monitoring and Management plan (Tarawa and Kiritimati Lagoon).

Context
The Government of Kiribati, in cooperation with the World Bank, is committed to further enhancing effective management of Kiribati’s oceanic and coastal fisheries. This will be achieved through enhanced compliance measures for large-scale oceanic fisheries, diversification of sustainable marine-based sources of revenue for coastal communities and strengthening seafood safety. The lead agency for the Pacific Islands Regional Oceanscape Program (PROP) Project is the Ministry of Fisheries and Marine Research Development (MFMRD). The Project Components are:
The mandate for this assignment comes from Project Component 3: Improving Seafood Toxicology and Safety measures in Selected Fisheries. There are five closely related activities financed under Project Component 3, of which this is the first specifically the PAD indicates the development of a pollution and seafood toxin assessment and ecosystem management plans for Tarawa and Kiritimati Lagoon and Coastal their fisheries including studies to identify the primary affected fish species and the sources of toxins, implementation by MFMRD of certain actions under those plans.

The MFMRD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
The successful consulting firm should have international experience in undertaking toxicology, environmental and social assessments relating to lagoon marine pollution (preferably in small island states)with a proven record of following international good practice and internationally recognized impact assessment methodologies.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations on link www.worldbank.org
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Quality Based Selection (CQS) method set out in the Procurement Regulations.
