PROJECT MANAGEMENT CONSULTANT FOR THE ENGINEERING AND SCIENCE COMPLEX OF THE UNIVERSITY OF NAIROBI
The University of Nairobi has received financing from Agence Française de Développement (AFD) toward the construction of the ENGINEERING AND SCIENCE COMPLEX OF THE
UNIVERSITY OF NAIROBI.
The Engineering and Science Complex is a flagship Project initiative of the University of Nairobi (UoN). The project aims to expand UoN’s capacity in Science,
Engineering and Technology to modernize Curricula, enhance Research excellence, promote Innovation culture, enhance Internationalization, strengthen Company linkages and
Governance, with a strong focus on gender inclusion and support for women in STEM.
The ESC will be constructed in the Chiromo campus and designed as green, sustainable and smart building (of approximately 30,000m²).
The University of Nairobi intends to apply a portion of this fund to eligible payments of Project Management Services. The University of Nairobi intends to use this
Request for Expression of Interest to shortlist consultants to provide PROJECT MANAGEMENT CONSULTING SERVICES during the design and supervision of works and equipment of
the above-mentioned complex. The activities of the Project Management Consultant (PMC) will strengthen the functional and operational capacity of the UoN in the
implementation of the infrastructure component and will report to the project implementation unit.
The University of Nairobi now invites Expression of Interest from eligible consulting firms to provide the following services but not limited to: end-to-end project
management services across the entire project lifecycle, ensuring coordinated delivery, regulatory compliance, quality assurance, and adherence to schedule and budget.
This includes managing construction information, tendering processes, subcontracting, project documentation, communication protocols, and monitoring of programme
performance.
The maximum budget available is 250,000 Euros. The duration of the project is two years.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on
AFD’s website: http://www.afd.fr.
Interested applicants may obtain the detailed EOI document available on the university of Nairobi website procurement.uonbi.ac.ke and the PPIP website tenders.go.ke
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or
participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
• If the Applicant is a JV, the expression of interest shall include:
a copy of the JV Agreement entered into by all members,
or
a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of
recent (the last five years) similar services up to a maximum of three (3) relevant services shall be submitted.
Determination of the similarity of the experiences will be based on:
• The contract size (duration, volume of services (expert-days), and size of the project)
• The nature of the Services, i.e. project management support to similar infrastructures projects: Management of construction information, tendering management and
tender negotiations, construction programme monitoring and management, management of subcontracting process, monitoring all project schedules, establishment and
coordination of project communication protocol, project documentation of minutes, and approvals to move the projects through all the various phases
• The location (in the East Africa region)
The Client will also take into account for the evaluation of the applications the following items:
• Experience and references for green building assets in the region
• Environmental and social certifications
The University of Nairobi shall not analyze CVs of experts’ profiles at this stage.
Among the submitted applications, the University of Nairobi will establish a list of a maximum of six (6) Applicants, to whom the Request for Project Management Consultant
Proposal to carry out the Services shall be sent.
Applicants shall provide the following information in the respective format given in the EOI document:
EOI Form 1: Statement of Integrity, Eligibility and Environmental and Social Responsibility
Applicants may submit additional information with their application but shortlisting will be based on the evaluation of information requested and included in the formats
provided in the EOI document.
The Expression of Interest (EOI) document must be duly completed and submitted in a plain sealed envelope and should be clearly marked as “EOI Application for
Short-listing for the Project Management Design and Supervision Consulting Services for Engineering and Science Complex for the University of Nairobi.” (Please Note that
we are not accepting the electronic bids).
The Envelope should also clearly indicate the name and address of the Applicant.
Interested and eligible consulting firms may obtain further information or clarifications from the clarifications may be requested no later than 7 days prior to the
submission deadline via email: directorsupplychain@uonbi.ac.ke
Expressions of Interests shall be submitted on or before 19TH January 2026 at 10.30 a.m. to the address below:
