1.This Request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business; issue No. 1686 of 1st January 2021.
2. The Government of Kenya has received a Credit World Bank (the Bank) towards the cost of the Second Kenya Informal Settlements Improvement Project (KISIP 2) and intends to apply part of the proceeds of this Credit to payments under this contract: Consultancy Services for Individual Social Safeguards Consultant Contract No KE-MOTI-216657-CS-INDV
3. The overall objective of this consultancy is to offer technical support to National and County Project Coordinating Teams on the development, implementation, monitoring, and reporting on the applicable social safeguard instruments and issues.
4. The tasks to be carried out under the assignment includes but not limited to:
a) General Technical Support to Project PCTs: Providing expert advice to the NPCT and CPCTs, on the management of social risks, including but not limited to the preparation, implementation, and monitoring of resettlement action plans (RAPs), Environmental and Social Management Plans (ESMPs), Social Management Plans (SMPs), Vulnerable and Marginalized Groups Plans (VMGPs), and Stakeholder Engagement Plans (SEPs); so as to ensure compliance with the World Bank’s Safeguard policies.
b)Review of related reports from related consultancies:Assist the NPCT to review reports of various safeguard instruments prepared by consultants; and ensure effective quality control systems are in place and the submitted work is in compliance with technical specifications, and the World Bank and Government of Kenya (GOK) quality standards.
c)Monitoring and Reporting: Assist in the preparation of quarterly work plans, quarterly and annual project safeguards performance reports, and any other technical reports and presentations as may be required from time to time, by the project.
5. The consultant shall possess the following qualifications:
a) A Degree in one of the Social Sciences with a bias in the fields of law, sociology, community development, Environmental studies, and Land Economics or related fields from a recognized university;
b) A Minimum of ten (10) years of full-time relevant operational experience in social development with a focus on advice and / or the management of resettlement, community participation and social safeguard requirements; Five (5) of which working with donor funded projects and/or government agencies implementing similar projects.
c)Strong knowledge and experience with World Bank social safeguards (involuntary resettlement, stakeholder engagement, indigenous peoples, gender and social inclusion among others) and Bank operations, (or with the operations and social safeguards of another development finance institution); including the Government of Kenya legal, policy and institutional frameworks governing safeguards issues.
d)Experience in preparing and implementing Resettlement Action Plans (RAPs) and preferably for World Bank-financed projects. Experience working in at least one (1) project in urban informal settlements is highly desirable.
In addition, possession of the following shall be an added advantage:
a)Postgraduate degree in any social science course mentioned in 5(a) above will be an added advantage;
b)Proven ability to effectively coordinate activities involving multiple disciplines and organizational units, including experience with public sector;
c)Excellent leadership skills especially teamwork.
6. The Consulting Services contract is expected to be for a period of Twelve (12) calendar months from the date of commencement with a probation period of three (3) months, subject to renewal for a further 12 months upon satisfactory performance.

8. The Ministry of Lands, Public Works, Housing and Urban Development, State Department of Housing an Urban Development (the client) through the Second Kenya Informal Settlement Improvement Project (KISIP2) now invites individuals to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (attach CV, Certified copies of Academic and Professional Certificates).
9. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
10. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants Method set out in the Procurement Regulations.
11. Interested individuals may obtain further information at the address below from 0900 to 1700 hours East African Time (EAT) from Monday to Friday excluding lunch hour (1300 to 1400hours EAT) and public holidays.
12. Expression of interest shall be delivered by 23rd May 2023 at 1100 hrs.
