Request for Quotations (RFQ)
The Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development or the International Development Association (the Bank) toward the cost of the PROGREEN Project and intends to apply part of the proceeds toward payments under the contract PROGREEN/SAYRAM-IRRIGATION/RFQ-08/2025 for irrigation works for a fruit orchard on an area of 60 hectares in the Sairam-Ugam State National Nature Park (including preparation of a conceptual design).
The Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (PROGREEN Project Implementation Group) hereby invites eligible Contractors to submit quotations for the execution of works described in Annex 1: Requirements for Works attached to this RFQ.
Eligible Materials, Equipment, and Works (Services)
Materials, equipment, and works (services) to be supplied under the Contract and financed by the Bank may originate from any country. There are no restrictions.
Validity of Quotations
Quotations shall remain valid until July 29, 2025.

The Contractor shall indicate the total price in the Quotation Submission Form.
The Contractor shall also provide unit rates and prices for all items of Works described in the Bill of Quantities.
Deadline for Submission of Quotations
Quotations must be submitted no later than May 15, 2025.

Opening of Quotations
Quotations will be opened by the Employer’s representatives immediately after the submission deadline.
Evaluation of Quotations
Quotations will be evaluated for compliance with the technical requirements.
Technically compliant quotations will be compared to determine the lowest evaluated price.
For evaluation and comparison purposes, all prices shall be converted into a single currency: Kazakhstani Tenge (KZT).
The exchange rate source shall be the National Bank of the Republic of Kazakhstan, and the exchange rate date shall be May 15, 2025.
Contract Award
The Contract will be awarded to the Contractor who:
a) submits a technically compliant proposal;
b) offers the lowest evaluated price; and
c) confirms completion of the Works within the specified time.
The Employer shall notify all participating Contractors of the contract award decision. Unsuccessful Contractors may request clarification on the reasons their quotation was not selected. The Employer will respond within a reasonable time.

The Employer will share copies of its response with all prospective Contractors, including a description of the inquiry.
Fraud and Corruption
The Bank requires compliance with its Anti-Corruption Guidelines and its prevailing sanctions policies and procedures, as set forth in the World Bank Group Sanctions Framework, as specified in Annex A to the Contract Conditions.
To further implement this policy, the Contractor shall permit the Bank to inspect all accounts, records, and other documents relating to the RFQ and contract performance (if awarded), and to have them audited by auditors appointed by the Bank.
