Request for Quotations (RFQ)
The Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development or the International Development Association (the Bank) toward the cost of the PROGREEN Project and intends to apply part of the proceeds toward payments under Contract No. PROGREEN/OBSERVATION-DESK/RFQ-10/2025 for the construction of an observation deck and development of a турист trail along an excursion route in the right Aksu Canyon within the Aksu-Zhabagly State Nature Reserve (including the development of a conceptual design).
The Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (PROGREEN Project Implementation Group) hereby invites eligible contractors to submit quotations for the works described in Annex 1: Requirements for Works attached to this RFQ.
Eligible Materials, Equipment, and Works (Services)
The materials, equipment, and works (services) to be supplied under the Contract and financed by the Bank may originate from any country, except: None.
Validity of Quotations
Quotations shall remain valid until August 29, 2025.

Price
The Contractor shall indicate the total price in the Quotation Submission Form.
The Contractor shall also fill in unit rates and prices for all items of Works described in the attached Bill of Quantities.
Deadline for Submission of Quotations
Quotations must be submitted no later than June 12, 2025.

Opening of Quotations
Quotations will be opened by the Employer’s representatives immediately after the submission deadline.
Evaluation of Quotations
Quotations will be evaluated for compliance with the technical proposal.
Technically responsive quotations will be compared to determine the lowest price.
For the purpose of evaluation and comparison, the currency(ies) of the quotations shall be converted into a single currency: Kazakhstani Tenge (KZT).
The source of exchange rate shall be: National Bank of the Republic of Kazakhstan.
The exchange rate date shall be: June 12, 2025.
Contract Award
The Contract will be awarded to the Contractor who:
a. submits a technically compliant proposal;
b. offers the lowest evaluated price; and
c. guarantees completion of the Works by the specified date.
The Employer shall notify other potential Contractors of its decision.
Unsuccessful bidders may request clarification on why their quotation was not selected. The Employer will respond within a reasonable time.

The Employer will send copies of its response to all prospective Contractors.
Fraud and Corruption
The Bank requires compliance with its Anti-Corruption Guidelines and its prevailing sanctions policies and procedures, as set forth in the World Bank Group Sanctions Framework, as described in Annex A to the Contract Conditions.
To further implement this policy, the Contractor shall permit the Bank to inspect all accounts, records, and other documents relating to the RFQ and contract performance (in the event of contract award), and to have them audited by auditors appointed by the Bank.
