Request for Quotations (RFQ)

The Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development or the International Development Association (the Bank) toward the cost of the PROGREEN Project and intends to apply part of the proceeds toward payments under the contract PROGREEN/SAYRAM/FENCING/RFQ-05/2025 for the installation of fencing for a fruit orchard covering an area of 136 hectares in the Sairam-Ugam State National Natural Park (including preparation of a conceptual design).

The Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (PROGREEN Project Implementation Group) hereby invites contractors to submit their quotations for the works described in Annex 1: Requirements for Works, attached to this Request for Quotations.

Eligible Materials, Equipment, and Services

Materials, equipment, and services to be supplied under the Contract and financed by the Bank may originate from any country, except the following countries: None.

Validity of Quotations

Quotations shall remain valid until May 7, 2025.

Price

The Contractor shall indicate the total price in the quotation submission form.

The Contractor must also provide unit rates and prices for all items of the Works described in the attached Bill of Quantities. Items for which the Contractor has not entered rates or prices shall not be paid for by the Employer when executed and shall be deemed to be covered by other rates and prices in the Bill of Quantities.

Technical Proposal

The Contractor shall submit a technical proposal including a description of the work methods, equipment, personnel, schedule, and any other relevant information in sufficient detail to demonstrate the adequacy of the proposal to meet the requirements of the works and the completion timeline.

The Employer will send copies of its response to all Contractors, including a description of the inquiry, but without identifying its source.

Quotations must be submitted using the form provided in Annex 2.

Opening of Quotations

Quotations will be opened by the Employer’s representatives immediately after the submission deadline.

Evaluation of Quotations

Quotations will be evaluated for substantial responsiveness to the technical requirements.

For technically responsive quotations, total prices—excluding provisional sums and contingencies but including dayworks, if competitively priced—will be compared to determine the lowest evaluated price.

For evaluation and comparison purposes, quotation prices expressed in different currencies shall be converted into a single currency. The currency to be used for comparison is: Kazakhstani Tenge (KZT).
The source of the exchange rate shall be: National Bank of the Republic of Kazakhstan.
The exchange rate date shall be: February 17, 2025.

Contract Award

The contract will be awarded to the Contractor who:
a) offers the lowest evaluated price;
b) submits a technically responsive proposal; and
c) confirms the completion of the Works by the specified deadline.

The Employer will promptly notify other Contractors of its decision. Unsuccessful Contractors may request clarification on why their quotation was not selected. The Employer will respond within a reasonable time.

Fraud and Corruption

The Bank requires compliance with its Anti-Corruption Guidelines and the applicable sanctions policies and procedures set out in the World Bank Group Sanctions Framework, as specified in Appendix A to the Contract Conditions.

To further implement this policy, the Contractor shall permit the Bank to inspect all accounts, records, and other documents relating to the RFQ and contract performance (if awarded), and to have them audited by auditors appointed by the Bank.
