Request for Quotations (RFQ)

The Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development or the International Development Association (the Bank) toward the cost of the PROGREEN Project and intends to apply part of the proceeds toward payments under Contract No. PROGREEN/ARBORPARK-WORKS/RFQ-11/2025 for landscaping works at the arboretum (construction of a trail network) of Kazakh Research Institute of Forestry and Agroforestry named after A. N. Bukeikhan LLP.

The Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (PROGREEN Project Implementation Group) invites eligible contractors to submit quotations for the execution of the works described in Attachment 1: Requirements for Works, attached to this RFQ.

Eligible Materials, Equipment, and Works (Services)

Materials, equipment, and works (services) to be supplied under the Contract and financed by the Bank may originate from any country, except the following countries: None.

Validity of Quotations

Quotations shall remain valid until September 30, 2025.

Submission of Technical Proposal

The Contractor shall submit a technical proposal including:

Attachment 1: Requirements for Works (Technical Specifications);

Names and details of key personnel;

Information on machinery and equipment;

Environmental and Social Commitment Plan (ESCP);

Methodology for execution of works;

Mobilization and work implementation schedule (stages);

Completion guarantee;

Any other relevant information, if applicable.

Submission of Price Quotation

The Contractor shall submit a price quotation including:

Attachment 2: Quotation Submission Form;

Bill of Quantities (Schedule of Works and Goods).

Price

The Contractor shall indicate the total price in the Quotation Submission Form.

The Contractor shall also complete the unit rates and prices for all items of Works described in the attached Bill of Quantities.

Deadline for Submission of Quotations

No later than July 10, 2025.

Opening of Quotations

Quotations will be opened by representatives of the Purchaser immediately after the submission deadline.

Evaluation of Quotations

Quotations will be evaluated for compliance with the technical proposal requirements.

Technically responsive quotations will be compared to determine the lowest evaluated price.

For evaluation and comparison purposes, the currency(ies) of the Price Quotations shall be converted into a single currency: Kazakhstani Tenge (KZT).

The source of exchange rates shall be the National Bank of Kazakhstan.

The exchange rate date shall be July 10, 2025.

Contract Award

The Contract will be awarded to the Contractor who:

a) submits a technically responsive proposal;
b) offers the lowest evaluated price; and
c) guarantees completion of the Works by the specified date.

The Purchaser shall notify other potential Contractors of its contract award decision. A Contractor whose quotation was unsuccessful may request clarification on the reasons for not being selected. The Purchaser shall respond to such requests within a reasonable time.

The Purchaser shall send copies of its response to all potential Contractors.

Fraud and Corruption

The Bank requires compliance with the Bank’s Anti-Corruption Guidelines and the applicable policies and procedures on sanctions, as set forth in the World Bank Group Sanctions Framework, as specified in Appendix A to the Conditions of Contract.

To further this policy, the Contractor shall permit the Bank to inspect all accounts, records, and other documents relating to the RFQ and contract performance (in case of award), and to have them audited by auditors appointed by the Bank.
