Background

International Bank for Reconstruction and Development (IBRD) and Asian Infrastructure Investment Bank (AIIB) are considering providing guarantees for the financing of construction and operation of railway expansion and modernization works in Kazakhstan,

The Project will be developed and implemented by the Kazakhstan Temir Zholy Joint Stock Company (the Developer or KTZ). KTZ is a 100% state-owned vertically integrated group (via Samruk-Kazyna JSC, Kazakhstan’s Sovereign Wealth Fund). Further information about the company is available at www.railways.kz.

The IBRD has allocated a project preparatory grant (Grant) to KTZ to help with financing and implementation of preparatory studies for the Project.

In addition, KTZ is working with the International Finance Corporation, the Asian Infrastructure Investment Bank, and Standard Chartered Bank to attract loan to finance the project ‘Kazakhstan: Almaty Railway Bypass Project’.

The bypass project builds a new single-track electrified railway line connecting Zhetygen station (east) and Kazybek Bek station (west), bypassing the main Almaty railway junction. Infrastructure includes 3 new stations (plus upgrades), about 13 bridges, 5 railway overpasses, 1 road overpass, reconstructing Zhetygen and Kazybek Bek stations.

Overall Objectives of the Assignment

The Consultant shall provide the consulting services ("the Services") required to carry out the tasks specified in the Terms of Reference. The detailed Terms of Reference (TOR) for this assignment are available upon request sent to the email Abilakat_M@Railways.kz.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as follows:

Selection criteria:

• Minimum of BSc in Social Sciences, Sociology, Anthropology, or related field, or a related field.
• Minimum 7 years of experience in social management for large-scale infrastructure projects, preferably in the transport sector.
• Demonstrated experience with WB Performance Standards and ESAP implementation.
• Strong knowledge of Kazakhstan’s national social regulations and international best practices.
• Excellent communication, reporting, and stakeholder engagement skills.
• Proven ability to work collaboratively in multidisciplinary teams.
• International experience will be an advantage.
• Professional proficiency in English, Russian, Kazakh language.

Duration: The appointment will be for the duration of the project implementation phase until December 2026 (or 12 months from signature of the contract / commencement of the appointment), with possible extension subject to project needs and performance.

Invitation: the Kazakhstan Temir Zholy Joint Stock Company now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested consultants must provide the following: (i) Curriculum Vitae (CV), in World Bank Prescribed format; and (ii) cover letter indicating that they are qualified to perform the Services.

Submission Requirements: the attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and the Revised Sixth Edition February, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Consultants will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank “Procurement Regulations”.
