to express interest in the provision of technical supervision services for the construction of a forest nursery, including an irrigation project on the territory of the Kazalinsk State
Institution for the Protection of Forests and Wildlife of the Kyzylorda region, with an area of 33.5 hectares The Republic of Kazakhstan has received funding from the World Bank acting as
administrator of the Global Environment Facility Trust Fund (GEF-7) to cover the costs of the WB-GEF-7 Landscape Restoration Project in Kazakhstan.
The purpose of the WB-GEF-7 Project on landscape restoration in the aim of Kazakhstan is to increase the country"s capacity to restore landscapes in target areas in the interests of
communities, through pilot projects and the provision of institutional and technical support aimed at neutralizing land degradation.
1. Initial information on the project.
1.1 Stakeholders: Republic of Kazakhstan, International The Bank for Reconstruction and Development (IBRD) and the Global Environment Facility (GEF).
1.2 Project name and identification number: WB-GEF-7 Project landscape restoration in Kazakhstan, P171577.
1.3 Name of the customer (Executive Agency): Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources The Republic of Kazakhstan.
1.4 Place of delivery (rendering) of the service: Site of the State forest Fund, block 62, Karakum forestry, Kazalin State Institution for the Protection of Forests and Wildlife of the
Kyzylorda region.
1.5 Name and scope of the service: Technical supervision of the construction of a forest nursery, including an irrigation project on the territory Kazalinsky State Institution for the
Protection of Forests and Wildlife Kyzylorda region, with an area of 33.5 hectares — 1 service.
1.6 Contract number: RESILAND/NURCERYTECHSUPERVISI/CQS-08-2023.
2. Source of funding: A grant to cover the costs of the Project WB-GEF-7 on landscape restoration in Kazakhstan has been provided The International Bank for Reconstruction and Development
(IBRD) from funds funded by the Global Environment Facility (GEF) in accordance with a grant agreement between the Ministry of Ecology, Geology and Natural Resources of the Republic of
Kazakhstan and the World Bank.
3. The Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan invites eligible consulting companies express interest in providing
services for technical supervision of the construction of a forest nursery, including an irrigation project on the territory of the Kazalinsk State Institution for the Protection of Forests and
Wildlife of the Kyzylorda region, with an area of 33.5 hectares (Terms of Reference attached).
Interested companies should provide information demonstrating their relevant qualifications and experience to provide this service (documents confirming qualifications and eligibility,
availability of qualified personnel, experience in similar tasks).
4. Selection criteria:
1) Permits:
- availability of certificates of an expert in technical supervision (in terms of bearing and enclosing structures, in terms of engineering networks, in terms of technological equipment) - for
individuals operating at facilities of technically simple second and third levels of responsibility, or availability of an accreditation certificate for the right to exercise engineering
services for technical supervision — for accredited legal entities (with at least three experts) operating at technically and technologically complex facilities of the first and second levels
of responsibility.
2) Material resources:
- availability of measuring and control equipment (on the right of ownership or lease);
- availability of regulatory documentation;
- the presence of an accredited laboratory (involved).
3) Labor resources (with copies of identity cards, diplomas, certificates and documents confirming labor relations attached):
- the presence of an expert certified by the relevant structural subdivision of local executive bodies and entitled to provision of engineering services for technical supervision and included
in the Register.
4) Experience in conducting technical supervision during the last 10 years (with the application of acts of services rendered during the last 10 years).
5. The attention of interested companies is drawn to paragraph 1.9 World Bank Guidelines: "Selection and hiring of IBRD loan consultants and IDA loans and grants by World Bank borrowers
(January 2011)" ("Guidance on the Selection of Consultants"), which sets out the policy The World Bank on Conflict of interest.
6. Organizations can merge with other companies in the form
of a joint venture, consortium or subcontractor to improve
their skills. The type of association must be clearly indicated in the expression of interest. All members of the joint venture must be jointly and severally responsible for the entire
assignment. However, the experience of the sub-consultant will not be taken into account in the assessment.
7. Consulting companies will be selected according to the selection method Consultant Qualifications (OCC) in accordance with the procedures specified in the Consultant Selection Guide. The
most qualified and experienced company should be selected and only this selected company will have to submit a combined technical and financial proposal.
