Assignment Title: Wastewater Network Assessment and ESIA for Wastewater and Water Network Replacement or Maintenance in Baqaa Camp

The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) in the amount of US$300,000,000 to be managed by the World Bank, toward the cost of the Jordan Water Sector Efficiency Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.
The consulting services (“the Services”) aim to establish a sound technical and implementation framework that enables effective rehabilitation of the wastewater and water networks in Baqa’a Camp. This will be achieved by systematically assessing the structural and operational condition of the existing wastewater network and identifying priority rehabilitation actions that are technically feasible and responsive to the camp’s complex conditions. The assignment aims to ensure that rehabilitation efforts are targeted, phased, and prioritized based on risk, urgency, and constructability.
In addition, the assignment seeks to define appropriate procurement and implementation approaches, including suitable contracting methods, packaging of works, and construction methodologies that reflect the constraints of the camp environment and minimize impacts on residents, traffic, and daily activities. Particular attention will be given to early identification and integration of environmental and social considerations, ensuring compliance with national regulations and World Bank Environmental and Social Standards. This includes assessing potential environmental and social risks, proposing mitigation measures, and embedding relevant instruments such as ESMP within the tender documents.
The assignment objectives also include the following:
1. Assess the structural and operational condition of the wastewater network.
2. Prepare the preliminary design works, and preliminary Bill of Quantities (BOQ) specifically for the wastewater network replacement works, based on the findings of the assessment.
3. Conduct an Environmental and Social Impact Assessment (ESIA) in line with national laws and World Bank Environmental and Social standards (ESS’s) and guidelines.
4. Review the available designs for the water network and propose technical solutions to establish effective isolation between camp blocks/ areas to limit/ minimize contamination risk with potential wastewater flow.
5. Prepare design and build (DB) tender documents, in accordance with the Standard Procurement Document. This shall include the ESIA, correspondent ESMPs per tendering package, and the ESS’s identified instruments and the outcomes of the assessment of the existing wastewater network, and the Consultant shall incorporate the water network design provided by the Employer.

The Jordan Water Company- Miyahuna now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the EOI. The shortlisting criteria are:
It is preferable to limit the EoI to a maximum of 50 pages.
Please note that at this shortlisting stage: Technical and financial proposals are not requested. Key Experts, if proposed for the assignment, will not be evaluated. Request for clarifications on the EOI shall not be replied to.
The shortlist will contain 5 to 8 firms.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Shortlisted Consultants will be invited to submit their proposals, upon which a Consultant will be selected in accordance with the (QCBS) described in the “World Bank Procurement Regulations for IPF Borrowers”, dated November 2020" and to be specifically set out in the Request for Proposals.
