The Ministry of Planning and International Cooperation (MoPIC) of the Hashemite Kingdom of Jordan has received financing from the Multi Donor Trust Fund (MDTF) toward the cost of the Strengthening Reform Management in Jordan and intends to apply part of the proceeds toward payments under the contract Design, Supply, and Installation Design, Supply, and Installation an integrated software system to implement censuses, surveys, and statistical studies For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Ministry of Planning and International Cooperation (MoPIC) now invites sealed Proposals from eligible Proposers Supply, Install, Configure, and Commission Software Application for Design, Supply, and Installation an integrated software application system to implement censuses, surveys, and statistical studies. The integrated software application system should comprise a series of an integrated software modules that are specifically designed for data entry processes using tablets, storing gathered data in databases, managing resources for field work, assigning tasks, tracking completion rates, and auditing data quality through easy-to-follow steps without requiring system users to know how to program or code. The integrated software application system needs to have the sophisticated capability of data analysis and result extraction in the form of customized reports, including interactive reports.

The procurement process will be conducted through national competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

Proposals must be delivered to the address below before 28 March 2024 at 11:00 AM. Electronic proposals will not be permitted. Late proposals will be rejected. proposals will be publicly opened in the presence of the proposer’s designated representatives and anyone who chooses to attend at the address below on 28 March 2024, at 1:00 PM.

All Proposals must be accompanied by a “Proposal Security” of 3% from the financial proposal total value.

Attention is drawn to the Procurement Regulations requiring the Purchaser to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
