The Hashemite Kingdom of Jordan has received financing in the amount of US$ 85,000,000 from the World Bank toward the cost of the Support for Industry Development Fund (IDF) Project (the Project), and intends to apply part of the proceeds for consulting services.
The Fund will consist of the following programs:
The consulting services (“the Services”) include design, development and implementation of a public-facing integrated portal with back-office supporting systems (project management, accounting, business intelligence and CRM component). The solution will act as a platform for interaction and information sharing among IDF implementation partners and SMEs. The solution shall promote the goals and incentives of each program and its services by enabling IDF policy makers and marketing teams to update the website content through a content management system and data driven from the supporting systems. The portal will also be the front door for IDF other systems such as SME hub, fund management, project management, CRM and ERP systems.

The Ministry of Industry, Trade, and Supplies (MoITS)/ Fund Management Unit (FMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (e.g. company profile; brief description of relevant assignments completed over the past few years, including client names; technical and managerial organization of the firm, general qualifications and number of key staff). The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
