         The Employer, the Ministry of Water and Irrigation/Water Authority of Jordan (WAJ) invites International and Jordanian Contractors that satisfy the eligibility and qualification criteria set below to submit tenders for the Construction of Abu Ezzighan Wells Drilling (“the Project”). WAJ has signed a loan agreement with the European Investment Bank (EIB) towards the costs for the implementation of the Project.          Abu Ezzighan Village of Dair Alla District in the Jordan valley – Balqa Governorate - Jordan

      4. Description of the procurement:
         

         *Description of the procurement

         The main objective of this project is to provide reliable water supply for Dair Alla and Al Karamah Districts in the Jordan Valley. The project includes the following main components:

         Drill up to 15 production wells with borehole diameter of 22" at depth ranges from 160 m to 300 m. The top 40m will be drilled to 30" diameter

         Drill one monitoring well with borehole diameter of 12" to depth of 400 m. The top 40m will be drilled to a diameter of 20"

         Supply and install 24" steel surface conductor casing for the production wells with an estimated total length of 600 m.

         Supply and install 12.75" steel surface conductor casing for the monitoring well with an estimated length of 40 m

         Supply and install PVC casing and screens of outside diameter of 330mm, for the production wells and 125 mm for the monitoring well per the design included in the tender documents.

         Conduct geophysical logging, camera surveys, wells development activities, and hydraulic pumping tests

         Supply and install submersible pumps and PVC riser pipes for all production wells

         Supply and install other electromechanical equipment based on the design and bills of quantities provided in the tender document.

         Connect the wells to the existing collection pipelines

         Backfill old existing wells

         Reinstatement and other civil works and scope items.

          The Tenderers shall provide as part of its tender, an unconditional tender security in the name of His Excellency the WAJ Secretary General/ The Chairman of the Main Tender Committee in addition to his position in the amount of JOD 155,000. The Tender security shall be in the form of a bank guarantee from a Jordanian Bank, a Foreign Bank licensed to operate in Jordan.

         Jordanian Contractors

         Provide certification of classification in the field of Wells Drilling per the Government Tenders Department (GTD) of the Ministry of Public Works and Housing

         Provide schedule with resources (equipment and qualified staff) to ensure completion of the project within 24 months from the contract commencement date.

         The Firm has the financial capacity to perform the required work. Summary of the last 3 years of the financial statements to demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability.

         The Firm shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD $ 500,000 for the subject contract net of the bidder other commitments. (Failure to proof the information submitted through audited financial statements, if the contractor is selected to perform the work, will result in rejection of his offer and the forfeiting of the bid guarantee)

         International Contractors provide evidence to satisfy the below qualifications:

         The Firm has been registered as a contractor for at least 2 years before the issue of this RFP

         The contractor has successfully performed at least 1 similar project that includes drilling and equipping of ground wells in the last ten years with a value of not less than 5 million Jordanian Dinar, or equivalent currency.

         The contractor has successfully completed drilling and equipping of at least 5 wells in the last ten years each of depth not less than 200 m. The 5 wells could be drilled and equipped under more than one contract.

         The Firm has the qualified staff to perform the work within the organization (Names and CVs to be provided for at least 3 key staff that has more than 10 years of similar experience to the specified work)

         The firm has the equipment or provide proof of the ability to provide required equipment if awarded the contract

         Provide schedule with resources (equipment and qualified staff) to ensure completion of the project within 24 months from the contract commencement date.

         The Firm has the financial capacity to perform the required work.
