Furthermore, minors, Person under Conservatorship or Person underAssistance that obtained the consent necessary for concluding a contract may beapplicable under cases of special reaso-ns within the said clause ; ② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③ have Grade A, B or C in "Sales of products" for participating in tenders by Ministryof Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-kosinetsu Region ; ④ It must be a person who is doing the written report as a specific scale elect ric entrepreneur based on regulations of two clauses 1 of the person or Article 16 of this law to obtain permission as the general electric utility based on regulations of Article 3 clause 1 of Electricity Enterprises Law ; ⑤ meet the qualificetion requirements which the Obligating Officer may spe- cify ; ⑺ Time-limit for tender : 5 : 00 P.M.
