Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Hisashi Hatomoto, the Obligating Officer, Director of Budget and Accounts Division, Minister"s Secretariat, Ministry of the Environment, Government of Japan. ⑵ Classification of the services to be procured : 71, 27 ⑶ Nature and quantity of the services to be required : Research and Examination related to system for the sophistication promotion of Recycling Business, etc. for the fiscal year 2026 one complete set. ⑷ Fulfillment period : 31 March 2027 ⑸ Fulfillment place : Refer to the Tender explanation. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting ; Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ Not be suspended from transaction by Ministry of the Environment, Government of Japan. ④ Have Grade A, B, C or D "Surveys and Research" and "Software Development" in terms of the qualification for participating in tenders by the Ministry of the Environment (Single qualification for every ministry and agency) in the fiscal year 2025, 2026 and 2027. ⑤ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order. ⑺ Time limit for tender : 16 : 00, 30 March 2026. ⑻ Contact point for the notice : Contract Section, Budget and Accounts Division Minister"s Secretariat, Ministry of the Environment, 1-2-2 Kasumigaseki Chiyoda-ku, Tokyo, 100-8975 Japan.
