Items Subject to Bidding (1) Project Name: Osaka City Emergency Notification System Project Business Outsourcing - Long-Term Continuation (Estimated Contract) (2) Place of Performance: Locations designated by the city (3) Contract Summary: 1. Emergency call and consultation center operations (24 hours a day, 365 days a year) 2. Safety confirmation operations (at least once a year) 3. User fee collection operations 4. Information management operations (4) Contract Period: From Friday, May 1, 2026, to Wednesday, April 30, 2031 3. Eligibility to Participate in Bids Those who meet all the following requirements and are recognized as eligible through the City"s bidder qualification review may participate in the bid: (1) The bid does not fall under Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947), as applied mutatis mutandis pursuant to Article 167-11, Paragraph 1 of the same Ordinance. (2) The bidder must be registered in the City"s bidder qualification list for the fiscal years 2025, 2026, and 2027 under either "24. Communications Equipment," "13. Other Agency Services, 26. Other." *Please note that prospective bidders not registered in the City"s bidder qualification list may submit an application for bidder qualification review (hereinafter referred to as the "qualification review application") to the bid execution division listed in 1 above, and the review will be conducted by the Outsourcing / Goods Contract Group, Contracts Division, Contracts Department, Contract Management Bureau, City of Osaka. However, if you do not submit your qualification review application to the bid execution department listed 1 above by 5:00 PM on Tuesday, February 17, 2026, you will not be able to participate in the bidding. If you have any questions about the qualification review application, please contact the Outsourcing / Goods Contract Group, Contract Division, Contract Department, Contract Management Bureau, City of Osaka (telephone: 06- 6484-7356). (3) At the time of application, the bidder must not have been suspended from participating in competitive bidding under the Osaka City Competitive Bidding Participation Suspension Guidelines. (4) The bidder must not have been excluded from bidding under the Osaka City Contract-Related Organized Crime Group Exclusion Guidelines and must not fall under any of the requirements listed in the appendix to the Guidelines. (5) The bidder must meet one of the following criteria: 1) The bidder must be certified under the Privacy Mark program of the Japan Information Processing Development Center (JIPDEC). 2) The bidder must be ISO / IEC 27001 or JIS Q 27001 certified. 3) The bidder must have internal regulations regarding the protection of personal information. (6) The bidder must have a track record of contracts with local governments equivalent to those under this project and be able to submit a "Contract Performance Report." (7) The bidder"s emergency call equipment (fixed and portable) must meet the specifications specified by the city. 4. Location: Bidding Room, General Affairs Department, Welfare Bureau, 2nd Floor, Osaka City Hall Main Building 1-3-20 Nakanoshima, Kita-ku, Osaka 530-8201 (2) Scheduled Bid Opening Date and Time: Immediately after the close of bidding. (3) Location of Bid Opening: Bids will be opened at 5-(1)-B. 6. Bid Security, etc. (1) Bid security: Exempt However, if the contract is not concluded without a valid reason, a penalty equal to 3/100 of the successful bid amount (the amount stated in the bid document plus 10/100 of that amount (8/100 in the case of purchases of items subject to reduced tax rates) (in the case of a unit price contract, the successful bid amount multiplied by the planned quantity; in the case of a long-term contract, the successful bid amount converted to an annual amount) will be collected. To determine the most suitable bidder for this project, a comprehensive evaluation method will be adopted, in which the evaluation of the proposal content is added to the evaluation of the bid price. The proposal with the highest total score will be declared the successful bidder. 7. Requirements for Bidders Those wishing to participate in the bid must submit the comprehensive evaluation open competitive bidding application form and other documents shown in this announcement to the reception location by 5:00 PM on Tuesday, February 17, 2026, using the specified method. If the City requests an explanation regarding the documents, the applicant must comply. Participation in the bid may be voided depending on the results of the review of the submitted certificates. 8. Invalid Bids Bids that fall under any of the following conditions will be invalid. Invalid bidders will not be able to bid again. If, after the opening of bids and before the successful bid is determined, a bidder is subject to suspension measures pursuant to the Osaka City Guidelines for Suspension of Participation in Competitive Bidding or exclusion measures pursuant to the Osaka City Guidelines for Exclusion of Organized Crime Contractors, the bid will be deemed to have been submitted by an ineligible bidder and will be invalid. (1) A bid that falls under any of the items in Article 28, Paragraph 1 of the Contract Regulations. (2) A bid that did not use the bid documents issued by the city. (3) A bid that contains false statements in the application form for participation in the comprehensive evaluation open competitive bidding or in the submitted documents. (4) If, after the opening of bids and before the successful bid is determined, the applicant (including its members, if the applicant is a joint venture) is subject to exclusion measures from bidding, etc. pursuant to the Osaka City Contract-Related Organized Crime Group Exclusion Guidelines, the bid will be deemed to have been submitted by an ineligible person and will be invalid. (5) A bid that is priced above the estimated bid price. 9. Other (1) This procurement is subject to the WTO Agreement on Government Procurement. (2) If, between the time of the award and the conclusion of the contract, the successful bidder is subject to exclusion from bidding, etc. pursuant to the Osaka City Contract-Related Organized Crime Group Exclusion Measures, or if the conclusion of the contract is deemed extremely inappropriate for reasons such as the possibility of disrupting fair trade pursuant to Article 32, Paragraph 2 of the Contract Regulations, the contract will not be concluded. (3) If, after the conclusion of the contract, during the contract"s performance period, the contractor is subject to exclusion from bidding, etc. pursuant to the Osaka City Contract-Related Organized Crime Group Exclusion Measures, the contract will be terminated.
