Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Toshimitsu Higa, Director of the General Affairs Department, National Institute of Public Health ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be required : Electricity used in National Institute of Public Health contract 800kW. The estimated electricity 2,426,000kWh ⑷ Fulfillment period : From 1 April 2026 through 31 March 2027 ⑸ Fulfillment place : Government office building, National Institute of Public Health ⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ Are not being suspended from transactions by request of the officials in charge of contract. ④ Have Grade "A", "B", or "C" on "sale of products" in the Kanto-Koshinetsu Area in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027. ⑤ Prove to have no false statement in tendering documents ⑥ Prove neither the business condition nor credibility is deteriorating. ⑦ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order. ⑧ Have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law. ⑨ Fulfill the requirement Mentioned in the tender manual that are stated from the viewpoint of reducing CO. ⑺ Time-limit for tender : 17 : 00 9th February, 2026. ⑻ Contact point for the notice : Mitsuyuki Yokoyama, Procurement Section, Accounting Division, National Institute of Public Health, 2-3-6 Minami, Wakoshi, Saitama 351-0197, Japan TEL 048-458-6241
