Summay of notice	⑴ Official in charge of expenditure of the procuring entity : SOMEYA Takenobu, the obligated officer, Director-General of Financial Bureau, General Secretariat, Supreme Court, 4-2 Hayabusa-cho, Chiyoda-ku, Tokyo 102-8651, Japan ⑵ Classification of the procurement : 26 ⑶ Nature and quantity of the substance to be purchased : ①Electric power to be consumed at Courthouse of the Supreme Court ; Estimated contracted demand 1,600 kW~2,600kW ; Estimated annual consumption 4,032,000kWh ②Electric power to be consumed at the Legal Training and Research Institute ; Contracted demand 1,100kW ; Estimated annual consumption 2,052,000kWh ③Electric power to be consumed at the Training and Research Institute for Court Officials ; Contracted demand 950kW ; Estimated annual consumption 2,899,000kWh ④Electric power to be consumed at Courthouse of the Supreme Court Wako Building ; Contracted demand 168kW ; Estimated annual consumption 847,000kWh ⑷ Supplying period : From April 1, 2026 through March 31, 2027 ⑸ Supplying place : As shown in the explanatory paper for the bid ⑹ Qualification for participating in the bidding procedures : Suppliers eligible for participating in the proposed bid are those who shall : ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article) ; ②not apply to Article 71 of the above-mentioned Cabinet Order ; ③have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027 and meet the qualification for participating in bids within Kanto-Koshinetsu region ; ④have alicense to be a General Electricity Utility in accordance with Article 2, paragraph 2 of the retail electricity company ; ⑤have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids ; and ⑥meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order ⑺ The time and place of application for the qualification of ⑹③ shall be in the manner of application for single qualification for every ministry and agency ⑻ Time-limit for bid : 5 : 00 p.m., February 2, 2026 ⑼ Contact point for the notice : FUKASAWA, Office Service Section, Office Service Division, Financial Bureau, General Secretariat, Supreme Court, 4-2 Hayabusa-cho, Chiyoda-ku, Tokyo 102-8651, Japan, TEL 03-4233-5434
