Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Munehiro Kaji Director-General of The Sapporo Legal Affairs Bureau. ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Electricity to be used in Iwamizawa Branch Bureau Government Office and 10 Branch Bureau Government Offices ; Estimated annual consumption of 1,727,364kWh. ⑷ Delivery period : From 1 April 2026 through 31 March 2027 ⑸ Delivery place : As in the tender manual ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B in "Manufacture of products" or "Sale of products" in terms of the qualification for participating in tenders laid down by the Ministry of Justice (Single qualification for every ministry and agency) in the Hokkaido Area for the purpose of procurement in the fiscal years of 2025, 2026 and 2027. ④Have registered as a retail electric enterprise in accordance with Article 2-2 of the Electricity Business Act. ⑺ Fulfill the requirement mentioned in the tender manual that is stated from the viewpoint of reducing CO. ⑻ Time-limit for tender : 17 : 00 3 February 2026 ⑼ Contact point for the notice : Masaki Itou, Procurement Section, Finance Division, Sapporo Legal Affairs Bureau, 1-1 Nishi2-Kita8 Kita-ku Sapporo city Hokkaido 060-0808 Japan, TEL 011-709-2311 (ext. 2123).
