Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Chihiro Kawato, General Manager of Kobe Operation Center, Honshu-Shikoku Bridge Expressway Company Limited ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Gas supply contract in Kobe Operation Center : 60,903㎥ ⑷ Supply period : From the day after regular gas meter reading date in March, 2026 to the regular gas meter reading date in March 2029 ⑸ Supply place : As shown in tender documentation ⑹ Qualification for participating in the tendering procedures : Qualified persons are those who shall : 1 )not be applied to the following categories from ① to ④ : ① Those who do not have an ability to conclude a contract, such as persons under age, adult guardians and persons under assistance. However, the following people are excluded who already have a necessary agreement for the contract. In addition, bankrupts who cannot rehabilitate also do not have a qualification. ② Those who are applied to the following cases from a) to h) within the past two years : a)Have intentionally practiced rough manufacture or misconduct in the quality or quantity of the properties in the execution of the contract. b)Have prevented implementation of fair competition or conspired to disturb fair pricing or obtain illicit profits. c)Have prevented a successful bidder from concluding the contract or a contractor from performing the contract. d)Have obstructed the execution of supervision or inspection by the officer in charge. e)Have failed to perform his contract without any justifiable reasons. f)Have falsified the important items or facts in the Application Form for Competition Participation Qualification and its supplements. g)Have caused other tangible or intangible damage to the Honshu-Shikoku Bridge Expressway Company Limited. h)Have employed as an agent, manager etc. in concluding a contract who have been applied to the above categories from a) to g) within the past two years. ③ Those whose administrative situation is acknowledged to be markedly unsound. ④ Those who have practiced business in violation of the commercial law and other laws and ordinances. 2 )not be under a suspension of business order as instructed by President, Honshu-Shikoku Bridge Expressway Company Limited at the time of the bid opening. 3 )not have capital relationship and/or personnel relationship with other bidders. 4 )submit a copy of a tax payment certificate published within the past three months and formulated in either formats of 3, 3-2 or 3-3 prescribed by Article 9 of the Enforcement Regulations of the National Tax Act. 5 )have obtained a license of general gas pipeline service provider under Gas Business Act ⑺ Time-limit for the submission of application forms and relevant documents for the qualification : 10 : 00 pm, 22 December, 2025 ⑻ Time-limit for the submission of tenders : 10 : 00 pm, 28 January, 2026 (tenders submitted by mail : 4 : 00 pm, 28 January, 2026) ⑼ Opening date at 1 : 30 pm, 29 January, 2026 ⑽ Contact point for the notice : General Affairs Section, Kobe Operation Center, Honshu-Shikoku Bridge Expressway Company Limited, 549, Myodani-cho, Tarumi-ku, Kobe, Hyogo Prefecture, 655-0852, Japan.
