(ⅰ) Official in charge of disbursement of the procuring entity : Kenji Homma, Director of General Affairs Department, Niigata Labour Bureau. (ⅱ) Classification of the services to be procured : 26. (ⅲ) Nature and quantity of the products to be purchased : Contract of Electricity to be used in the nine sections of Niigata Labour Bureau. (ⅳ) Delivery : From 1 April 2026 through 31 March 2027. (ⅴ) Delivery places : The places specified by the Director of General Affairs Department. (ⅵ) As a qualified bidder, suppliers eligible for participating in the proposed tender are those who shall : ⅰ )Not come under Article 70 of the Cabinet Order concerning the Budget Auditing and Accounting. Minors and persons who are taken into custody by curators or assistants and have obtained consent necessary for concluding contracts with special reasons in this Article should be applicable for the bidder. ⅱ )Not come under Article 71 of the Cabinet Order concerning the Budget Auditing and Accounting. ⅲ )Be grade A, B, C or D in "Sales of products" as a bidder qualification for the fiscal years 2025, 2026 and 2027 qualified by the Ministry of Health, Labor and Welfare, which is standardized qualification applied for all the ministries as well. ⅳ )Prove to be covered by the Social insurances with no failure to pay the premium ; namely pension insurance which the Ministry of Health, Labor and welfare is responsible for, health insurance which National Health Insurance Association shall be in charge of, sailors insurance, national pension, workmen"s compensation insurance and employment insurance. ⅴ )Prove to have no false statement in tendering documents. ⅵ )Prove neither the business condition nor credibility is deteriorating. ⅶ )Those that are in compliance with Laborrelated laws and regulations. ⅷ )Meet the qualifications required by the official in charge of disbursement of the procuring entity based on the regulations in Article 73 of the Cabinet Order concerning the Budget Auditing and Accounting.
