Summay of notice ⑴ Official in charge of disbursement of the procuring entity : Taishi Yamamoto, Director-General of Development Construction Department, Okinawa General Bureau, Cabinet Office.
⑵ Classification of the products to be procured : 67, 29
⑶ Nature and quantity of the products to be manufactured : R8 Dedicated Line Connection for Baseline Optical Network 1 set
⑷ Fulfillment period : From 1 April, 2026 through 31 March, 2027
⑸ Fulfillment place : As in the tender documentation
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
② have Grade A or B or C or D on "provision of services" in the Kyusyu-Okinawa Area in term of qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2025, 2026, and 2027.
③ not be under suspension of nomination by Director-General, Okinawa General Bureau, from Time limit for submission of certificate to Bid Opening.
④ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Cabinet Office is continuing state concerned.
⑤ the supplier must provide proof of ownership of a backbone line with a capacity of 10Gbps or more in the dedicated line connection service to be provided.
⑥ must provide proof of having fulfilled either dedicated communication line services or dedicated line connection work between fiscal year 2011 and the deadline for submission of technical documents.
⑦ the supplier must provide proof of having established a system for fault response, including 24-hour monitoring, in relation to the dedicated line connection service to be provided.
⑧ must be registered as a telecommunications carrier under the provisions of the telecommunications Business Act.
⑨ acquire the electric certificate in case of using the Electric Bidding system.
⑺ Time limit for submission of application forms and relevant documents for qualification : 12 : 00 18 December, 2025
⑻ Time limit for tender : 12 : 00 27 January, 2026
