Summay of notice	⑴ Official in charge of disbursement of the procuring entity : HIRAI Kiichirou, Deputy Director of General Affairs Division, Kinki Local Finance Bureau. ⑵ Classification of the services to be procured : 71, 27 ⑶ Maintenance Services for the Entry and Exit Management System at Osaka National Government Buildings No. 2 and No. 4, Fiscal Year 2026 ⑷ Fulfillment period : April 1, 2026 to March 31, 2027 ⑸ Fulfillment place : As in the tender manual. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Have Grade A or B in "offer of services, etc" in terms of the qualification for participating in tenders by Organization in the Kinki area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027. ② Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ③ Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ④ Not fall under the Corporate Reorganization Act (Act No. 154 of 2002) or the Civil Rehabilitation Act (Act No. 225 of 1999). Furthermore, those who have filed a petition for commencement of reorganization proceedings or commencement of rehabilitation proceedings shall obtain the authorization for repossession of the said tendering participants qualification after the commencement of proceedings. ⑤ Not those who are judged to be in appropriate as the other party to a contract on account of having violated any of the clauses of contract and illegal or unfair act previously made with an official in charge of any of the relevant local bureaus, or branch bureaus, or divisions, or offices. ⑥ Have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials incharge of disbursement of the procuring entity). ⑦ Be a person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed. ⑧ Submit a detailed statement of bidding article, also serving as a written guarantee, which is judged to be in conformity with the specifications defined by the relevant authorities. ⑺ Time-limit for tender : 16 : 30, February 5, 2026. ⑻ Contact point for the notice : Section for Common Building for Government Offices, Kinki Local Finance Bureau, Osaka National Government Building No. 4, 4-1-76 Otemae, Chuo-ku, Osaka-shi, Osaka, 540-8550 Japan.
