⑶ Nature and quantity of the products to be purchased : "2026 Fiscal Year Contract of Electricity to be used in the 16 sections of Hokkaido Labour Bureau" : About 1,354,300kWh Electricity
⑷ Delivery period : From 1 April 2026 through 31 March 2027.
⑸ Delivery place : The place specified by the Director of the General Affairs Department
⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors or persons under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade A, B, C or D in sale of produts for participating in tenders by the Ministry of Health, Labour and Welfare, which is the single qualification for every ministry and agency during fiscal year 2025/2026/2027.
④ have no delinquency of Social Insurance premiums for the last two years of the time limit of tender, if those are subjected to Social Insurance (Welfare Pension Insurance, Health Insurance oprated by Japan Health Insurance Association, Mariners Insurance and National Pension). have no delinquency of Labour Insurance premiums for the last two insurance years of the time limit of tender, if those are subjected to Labour Insurance (Worker"s Compensation Insurance and Employment Insurance).
⑤ prove to have no false statement in tendering documents.
⑥ prove neither the business condition nor credibility is deteriorating.
⑦ meet the criteria described in the tender documentation in terms of reducing greenhouse gas emissions.
⑧ have permission to be a general electric enterprise in accordance with Article 3, section1 of the Electricity Utilities Industry Law, or have registered as a specified scale electric enterprise in accordance with Article 16-2 section 1 of the same law.
⑺ The time and date for tender : 11 : 05 AM, 8 January, 2026.
