Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Nakagawa Hirofumi, Obligating officer, Director General of Osaka Legal Affairs Bureau. ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Electricity to be used in Kitaosaka Branch Bureau Government Office and other 42 Branch Bureau Government Offices ; Estimated annual consumption of 6,858,400kWh. ⑷ Delivery period : Depending on the meter reading date at the supply location, from the date of meter reading in April 2026 to the day before the date of meter reading in April 2027 ⑸ Delivery place : As in the tender manual ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B in "Manufacture of products" or "Sale of products" in the Kinki area in terms of the qualification for participating in tenders laid down by the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years of 2025, 2026 and 2027. Or Have Grade C in "Manufacture of products" or "Sale of products" in the Kinki area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2025, 2026, and 2027 and have a record of products supply contact concerned of more than equal. ④Have permission to be a retail electric enterprise in accordance with Article 2-2 of the Electricity Business Act. ⑤Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO. ⑺ Electronic procurement system available ⑻ Time-limit for tender : 17 December 2025, 17 : 00 ⑼ Contact point for the notice : Arai Sota, Yamaguchi Shimpei, Procurement Section, Accounts Division, General Affairs Division Osaka Legal Affairs Bureau, 3-1-41 Otemae Chuoku Osaka City 540-8544 Japan.
