Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Kawai Hiroyasu, "Director General, PARI" of "National Institute of Maritime, Port and Aviation Technology". ⑵ Classification of the products to be required : 14 ⑶ Nature and quantity of the products to be purchased : Implementation, leasing, and Maintenance operations of Personnel and payroll system 1 set ⑷ Fulfillment period : The period of implementation is from the date of signing the contract to March 31, 2026, and the lease and maintenance period is from April 1, 2026 to March 31, 2031. ⑸ Fulfillment place : It depends on the tender manual. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① not correspond to the Article 31 of the National Institute of Maritime, Port and Aviation Technology"s contract handling bylaw. ② not under suspension from designation by the "Director General, PARI" of "National Institute of Maritime, Port and Aviation Technology" ③ not under suspension from designation by the vice director of National Institute for Land and Infrastructure Management, Ministry of Land, Infrastructure, Transport and Tourism ④ not come under a person who petition for the commencement of rehabilitation proceedings according to the Corporation Rehabilitation Law nor a person who petition for the commencement of rehabilitation proceedings according to Civil Rehabilitation Law (excluding a person who is re-recognized in ⑹⑥) ⑤ not be the Eligibility contractor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned ⑥ have on "Sales of Product" or "Service Offer" in terms of the qualification for participating in tenders by the Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the Fiscal years 2025, 2026 and 2027. ⑦ have obtained the Privacy Mark certification, ISMS (ISO/IEC27001) certification, or equivalent official qualifications and established a system to protect personal information. ⑧ provide a system that can manage Individual Numbers (My Numbers) with security measures such as setting access permissions and managing logs. ⑨ have implemented and operated personnel and payroll systems for more than 200 organizations and companies. ⑩ acquire the electric certificate and register as a user in case of using the Electronic Bidding system.
