Summay of notice	⑴ Official in charge of the contract of the procuring entity : Yasuhiro Arai, Director General of Tokyo Branch, Central Nippon Expressway Company Limited. ⑵ Classification of the services to be procured : 78 ⑶ Nature and quantity of the products to be purchased : Treatment of heavy-metal containing soil : 111,150tons. ⑷ Delivery period : 720 days from the next day of contract. ⑸ Delivery place : Processing site or receiving location designated by the bidder. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the open tender must ① Not fall under Article 11 of the Central Nippon Expressway Company"s regulation on contract procedures. ② Have been qualified through the examination of submitted documents. The following documents must be submitted by 4 : 00 P.M. 17 November 2025. (by registered mail, to arrive by 4 : 00 P.M. on 17 November 2025) ・Copy of the commercial register ・The latest financial statements ・Copy of certificate of tax payment ・Document describing the company career ③ Use soil treatment facility (iess) that individually or jointly with other service providers meet the following requirements : ・Heavy-metal containing soil treat-ment : The bidder must prove the legal authorization of treatment facility (ies) based on the Soil Contamination Countermeasures Act. ・Heavy-metal containing soil refers to soil containing the following substances in excess of the thresholds indicated : ・Arsenic (elution) 0.01mg/L<Soil elution amount ・Fluorine (elution) 0.01mg/L<Soil elution amount ・Hexavalent chromium (elution) 0.05mg/L<Soil elution amount ・Selenium (elution) 0.01mg/L<Soil elution amount ・Lead (elution) 0.01mg/L<Soil elution amount ・Acid soil refers to soil containing minerals that elute highly acid water : (pH<3.6). ④ Use facility (ies) with the following treatment capacity and conditions : ・Heavy-metal containing soil and acid soil : 570 tons per day ・Maximum aggregate size : approx. 300 mm ⑤ Ensure that the travel time to transport soilfrom Shimizubashi intersection (Kawanishi, Yamakita Town, Ashigarakami District, Kanagawa Prefecture) to a treatment facility per one way does not exceed 1.5 hours. The calculation should be based on the following conditions : ・Route is specified ・Average speed of dump trucks on general roads : 80% of the speed limit ・Average speed of dump trucks on highway : 90% of the speed limit ⑥ Use treatment facility (ies) thatoperate at least from 9 : 00 A.M. to 5 : 00 P.M. dailyexcept on Sundays and public holidays. ⑦ Not have capital or personnel relationships with other bidders. ⑧ Have not been subject tosuspension of registration as a contractor or trader since the acceptance of application form for this tender ⑺ Due date for the submission of tenders : 4 : 00 P.M. 8 January 2026 (Tenders submitted by registered mail : 4 : 00 P.M. 8 January 2026) ⑻ Language used for application and inquiry should be Japanese. ⑼ Contact point for tender documentation : Contract Division, General Affairs and Corporate Strategy Department, Tokyo Branch, Central Nippon Expressway Company Limited.
