⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 31 of the National Institute of Maritime, Port and Aviation Technology, Contract procedere rules. Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons.
② have Grade A, B, C or D "Selling of products" in the Kanto･Koushinetsu area, in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/2026/2027 ;
③ not be under suspension of nomination by Ministry of Land, Infrastructure, Transport and Tourism ;
④ not be the business operators that a gangster influences management substantially or the person who has been requested for exclusion from Ministry of Land, Infrastructure, Transport and Tourism ;
⑤ To be a business operator who have registered to an electrical retailer in accordance with Article 2-2 of the Electricity Utilities Industry Law ;
⑥ meet the qualification requirements which the Obligating Officer may specify (The requirements are shown in the general evaluation standard)
⑺ Time-limit for tender : 14 : 00, 22, December, 2025(Time-limit for tender submitted by mail &electronic bidding : 16 : 00, 19, December, 2025)
