Matters Subject to Bidding (1) Project Name: Construction and Operation / Maintenance Services for the Osaka City Severe Disability Taxi Ticket Grant System (2) Place of Performance: Designated locations within the city (3) Contract Overview: The purpose of this project is to improve efficiency for users, taxi operators, and the city by digitizing the entire process from the issuance of taxi vouchers to their use during rides and claims for reimbursement. This will be achieved by replacing paper taxi vouchers with vouchers printed with two-dimensional codes and constructing a voucher issuance system. (4) Contract Period: From Monday, January 5, 2026, to Wednesday, March 31, 2032 3. Eligibility for Bidding Any entity that meets all of the following criteria and has been recognized as eligible through the city"s bidding eligibility review may participate in the bidding. (1) This does not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947). (2) The bidder must be registered in the City"s Bidding Eligibility List for Fiscal Years 2025, 2026, and 2027 un der the approved c ategories "10 Information Processing-01 System Planning and Development" and "10 Information Processing-02 System Operation and Maintenance." * Note: Bidders who are not registered in the City"s List of Qualified Bidders may submit a Qualification Review Application (hereinafter referred to as the "Qualification Review Application") to the Bidding Enforcement Division as specified in Section 1 above, and the Osaka City Contract and Property Management Bureau, Contract Division, Contract Section, Commissioning and Goods Contract Group will conduct the review. However, if the qualification review application is not submitted to the Bidding Execution Division by 5:00 PM on Monday, October 20, 2025, participation in the bidding will not be permitted. For inquiries regarding the qualification review application, please contact the Commissioning and Goods Contract Group of the Contract Division, Contract Department, Contract and Property Management Bureau, Osaka City (Tel: 06-6484-7356). (3) At the time of bidding participation application, the bidder must not be subject to suspension measures based on the Osaka City Competitive Bidding Participation Suspension Measures Guidelines. (4) The bidder must not be subject to exclusion measures based on the Osaka City Contract-Related Organized Crime Exclusion Measures Guidelines, and must not meet any of the criteria listed in the appendix to the same guidelines. (5) The bidder must meet either of the following criteria: 1) The bidder must be certified under the Privacy Mark System certified by the Japan Information Economy and Society Promotion Association (JIPDEC). 2) The bidder must be certified under ISO/IEC 27001 or JIS Q 27001. (6) The bidder must meet any of the following criteria: 1) The bidder must have experience in projects similar to this project (e.g., ticket distribution projects or projects where taxi drivers use smartphone apps). 2) Have experience in system construction and operation projects related to the national government, prefectures, designated cities, or core cities. 3) Have experience in system construction and operation projects for consumers (end users). 4. Location for distribution of bidding documents, etc. (1) Location for distribution of bidding documents, location indicating contract terms, and contact for inquiries regarding this bidding Responsible department (same as above 1) (2) Method of distribution of bidding documents, etc. Bidding documents, etc. will be distributed free of charge from the date of the announcement until 5:00 PM on Monday, October 20, 2025 (excluding municipal holidays).
