Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Shinzo Nishihira Director-General of Higashi-Nihon Immigration Center. ⑵ Classification of the products to be procured : 26. ⑶ Nature and quantity of the products to be purchased : Electricity used in Higashi-Nihon Immigration Center, contract 548kW, the estimated electricity for the year 1,684,000kWh and Ibaraki juvenile training school, contract 138kW, the estimated electricity for the year 412,000kWh and Higashi-Nihon Immigration Center water-purifier tank, contract 54kW, the estimated electricity for the year 349,000kWh. ⑷ Delivery period : From 1 December 2025 through 30 November 2026. ⑸ Delivery place : Place designated by Official in charge of disbursement of the procuring entity. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall. ① Not come under Article 70 of the Cabinet Order concerning the Budget Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause : ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting : ③ Have the Grade A or B in "Sale of product" in terms of the qualification for participating in tenders by Organizations in the Kanto・Koshinetsu region related to the Ministry of Justice (Single qualification for every ministry and agency) in the fiscal year of 2025, 2026, 2027. ④ Have registered in accordance with Article 2-2 of the Electricity Utilities Industry Law. ⑤ Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO. ⑥ Meet the qualification requirements which the Obligating Offcer may specify in accordance with article 73 of the Cabinet Order. ⑺ Time limit for tender : 17 : 00 24 October 2025 ⑻ Contact point for the notice : Yasuhiro Arai Accounting Section, Higashi-Nihon Immigration Center, Ministry of Justice, 1766-1 Kuno-Cho Ushiku City Ibaraki Pref 300-1288 Japan.
