⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting,
③ have the qualification for Participating intender of the "offer of services" by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto･Koushin"etsu area in the fiscal year, 2025, 2026, 2027.
④ not be currently under a suspension of business order as instructed by the President,
⑤ not come under crime syndicate members provided Act on Prevention of Unjust Acts by Organized Crime Group Members,
⑥ have the Privacy Mark, or Establish regulations, guidelines and systems on private information.
⑦ have the ISO/IEC27001 or JISQ27001.
⑧ The thing as which ISO9001 by a foundation Japanese conformability authorization society of public interests or the examination registration engine authorized by an overseas authorization engine is certified. Or possess quality system equal to this.
⑨ Experience of service on survey like this business (the number of survey targets : more than 10,000) from 1 April 2021 to 31 March 2025.
⑺ Time limit of tender : 12 : 00 AM 29 September 2025.
