Summay of notice	⑴ Official in charge of disbursement of the procuring entity : HASEGAWA Tomohiro Director-General of Kinki Regional Development Bureau ⑵ Classification of the products to be procured : 78 ⑶ Nature and quantity of the services to be required : Transportation and Disposal of low-concentration PCB waste (pedestrian bridge girders) in the Osaka National Highway jurisdiction 1 set ⑷ Fulfillment period : From the next day of the contract to 31 March, 2026 ⑸ Fulfillment place : 1-chome Kitayama, Hirakata City, Osaka-fu, and one other location ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ② have Grade A, B or C on "offer of services" in Kinki Area, in the fiscal year 2025/2026/2027 in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency). ③ The applicant must be a stand-alone company that meets the requirements of 1 )a )①② below, or 2 )through 4 )below. 1 )a )① A person who has been certified by the Minister of the Environment under Article 15-4-4, Paragraph 1 of the Waste Disposal and Public Cleansing Law to treat low-concentration PCB waste in a non-toxic manner, and who has obtained a license for lead from the prefectural governor, etc. to engage in specially controlled industrial waste disposal under Article 14-4, Paragraph 6 of the said Law (Article 14-5 of the said Law). (including permmission for change under Paragraph 1 of Article 14-5 of the same Law) ② For low-concentration PCB waste, a certificate of detoxification certified by the Minister pursuant to Article 15-4-4, Paragraph 1 of the Waste Disposal and Public Cleansing Law states "Yes" in the category of "Collection or transportation" and for lead, a person who has received permission for special controlled industrial waste collection and transportation business from the prefectural governor, etc. who has jurisdiction over the area including the loading and unloading locations pursuant to Article 14-4, Paragraph 1 of the same law (including permission for change pursuant to Article 14-5, Paragraph 1 of the same law). b )A person who has obtained a license for specially controlled industrial waste collection and transportation business for lowconcentration PCB waste and lead from the prefectual governor, etc. with jurisdiction over the area including loading and unloading sites, in accordance with Article 14-4, paragraph 1 of the Waste Disposal and Public Cleansing Law. (including permission for change under Articie 14-5, Paragraph 1 of the same law) 2 )A person who can pledge to delegate to a person who meets the requirements of a )① above, but does not meet the requirements of a )② above, to a person who meets the requirements of a )② or b )above. 3 )A person who can pledge to delegate to a person who meets the requirements of a )② above, but does not meet the requirements of a )① above, to a person who meets the requirements of a )① above. 4 )A person who meets the requirements of b )above who can pledge to delegate to a person who meets the requirements of a )① above. ④ not be under suspension of nomination by Director-General of Kinki Regional Development Bureau from Time-limit for submission of certificate to Tender Opening. ⑤ not be the stated person under the commencement of reorganization proceedings or under the beginning of rehabilitation proceedings (except for the person who has the procedure of reapplication under the notification of the competing participation qualification). ⑥ acquire the electric certification in case of using the Electric Tendering system https://www.p-portal.go.jp/pps-web-biz/ ⑦ The person who obtained the tender manual from official in charge of disbursement of the procuring entity directly ⑧ not be the person that a gangster influence management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned ⑺ Time-limit for submission of certificate : 12 : 00 13 June, 2025 ⑻ Bid submission period : From 10 : 00 on 11 July, 2025 to 16 : 00 14 July, 2025 ⑼ Contact point for the notice : ISHIDA Muneyuki the first Purchase Section, Contract Division, General Affairs Department, Kinki Regional Development Bureau, Ministry of Land, Infrastructure, Transport and Tourism 3-1-41, Otemae, Chuou-Ku, Osaka-Shi, Osaka-Fu, 540-8586, Japan TEL 06-6942-1141 ex. 2536
