⑶ Nature and quantity of the services to be leased : Lease and maintenance, a set of library system
⑷ Lease period : From 1, December 2025 through 31, March 2028
However, the lease period may change from1 December 2025 through 30 November 2030 in the case that the Minister of Land Infrastructure, Transport and Tourism authorizes a medium to long-term plan under Article 35.5 of the incorporated administrative agency general rules
⑸ Lease place : Civil Engineering Research Institute for Cold Region
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 5 of the Public Works Research Institute Contract Code. This dose not apply to minors, persons under curatorship, or persons under assistane who have obtained the necessary consent for concluding a contract.
② have the grade A, B or C in "Offer of services, etc" in the Hokkaido area in terms of the qualification for participating in tenders by all Ministries and Agencies in the fiscal years 2025, 2026 and 2027 orthe person who has received a determination of the qualification and has received confirmation of the qualification to participate in the competition at the time of bid opening
③ meet the requirements of specifications
④ not be currently under suspension of nomination by Hokkaido Regional Development Bureau. In addition, the applicant mustnot have been suspended from Civil Engineering Research Institute for Cold Region or have caused significant damage
⑤ not be the Eligibility contractor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ must have acquired the Privacy Mark or ISMS certification.
⑺ Time limit for the submission of application form and relevant documents for qualification : 11 : 00 18, June 2025
⑻ Time limit for tender : 17 : 00 2, July 2025
