② Have Grade A, B, C or D on "offer of services" in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening
④ Acquire the electric certificate in case of using the Electric Bidding system
